Q. First, I want to do complete background checks on Turner, Deschiel, and Galt

A. Background check results:

ABC Gemstone Facility Director Ray Turner

Age: 43
Race: W

In the last year, ABC has retained a man named Ray Turner as a “Special Projects Consultant.” Turner has long been suspected as a corporate “fixer” who has engaged in criminal actions in support of corporate policy. He’s been suspected in the bribery of legislators in Taiwan, of supporting labor unrest in the Philippines in order to pressure legislators into granting construction permits for a chemical plant in Manila, and blackmailing government officials in Malasia in order to halt the investigation of a fire at an oil refinery.

ABC Security Chief Louis Deschiel

Age: 48
Race: W
Sex: M

Louis Deschiel was a Lieutenant on the New Orleans Police force until 1991. After the he went to work for Ray Turner. Since then he and Turner have formed a partnership, moving from corporation to corporation as “fixers.” Turner takes care of the work inside the companies, while Deschiel works the street.

Since 1996 Deschiel and Turner have worked exclusively for ABC. For his part, Deschiel is suspected of having performed numerous illegal acts of corporate espionage and counter-espionage in the past for Ray Turner.  He arrived at the ABC facility on July 5th, 1997, along with the new Facility Director Ray Turner.  Deschiel was an MP in the US Marine Corps. He served 6 years and retired as a Staff Sergeant. He worked for New Orleans PD for 18 years. His highest rank was Lt. of Detectives. He worked the Organized Crime Unit. He ritired 2 years shy of his full pention.   

Galt Background: No Information found.

Q. I’ll check with immigration to see if any Galts entered the country recently (past week or so, esp. past few days, and esp. from Europe–German, Swiss, Austrian, Dutch, Scandanavian–but I’ll look elsewhere too). Also, I’ll check for Galts who are foreign nationals with visas to live and work in the US on a long-term basis.

A. With only a last name this may prove fruitless. You’ll need to limit your search parameters to get any meaningful data.

Q. Lastly, I’ll check for any Galts in ABC’s records.

A. There is no record in ABC’s employee files of anyone named Galt.

Q. I’d like to arrange a look at the plant during daylight (or night, if the helo pad is lit up), and from as far away as possible. My goal is to try and get the N-Number of that Jetranger that flew in. In addition, I’d like to check with air traffic control logs.

A. You can get the N-Number. No problem.

Q. Can we find out where it came from?

A. It was rented out of Missoula, Montana.

Q. Did it file a flight plan?

A. Yes, Missoula to Browning.

Q. Did ATC radar track its flight path?

A. Yes. It flew in over Glacier National Park.

Q. Helos are pretty short-ranged; did the people on board fly in on an airplane from somewhere else, and transfer to the helo for the flight out to the compound?

A. The Bell Jet Ranger has a range of 345 miles. That’s a little more than enough to fly from Missoula and back.

Q. If so, did they leave a private aircraft of some sort at a nearby airport, or did they fly  commerically?

A. The only commercial flights into Missoula came from Boise Idaho and Salt Lake City yesterday, 08/29/97. Four private planes did land prior to 6am 08/30/97. One twin engine Beachcraft which flew out the same morning. A single engine Cessna, which is still there. A restored P-40, flown by a local Doctor who’s into restored aircraft. And a Lear Jet, registered to Neuvas Horizones, a Uruguayan Corporation.

Q. If not, where did they land to refuel, assuming that they came from outside of the helo’s flight radius?

A. Between Missoula and the ABC compound, the helo never touched down according the FAA, USAF and regional radar logs.

Q. Also on the helo: Have Drake prepare to have ATC track it in case it leaves (escapes?) and we need to apprehend those on board.

A. Can do. Especially with the radar and tracking facilities at Malmstrom.

Q. I want to get Black to get his lab samples off of Malmstrom AFB, on the basis that our patron was disturbed by the presence of Air Force interviewers after the incident in England last spring (for some reason, Lundquist figures, the Air Force must be bad… Not good to leave potentially sensitive material where they can get at it).

A. To my knowledge, Black took his samples with him when he vacated the base’s ME facilities.

Q. Also, I want to have Drake get ready to call in the troops–FBI HRT, Federal Marshalls SWAT, EPA, Montana State Police, anybody–in case we have to mobilize in a hurry to serve the search warrant in a massive, overt fashion (still last recourse in my mind, but want to be prepared for it for it if the need arises).

A. Speaking of backup, there are 20 FBI agents in the Helena Montana Office. 30 U.S. Marshals, 10 Secret Service Agents, 5 DEA Special Agents, 20 IRS Special Agents, 30 ATF Special Agents based out of Helena as well. No more than a third of these agents could be assembled in 24 hours. This is due to their other assignments. The exception is the ATF which is geared for fast reaction. They can get all 30 agents together in 24 hours.  There are as many as 50 Special Agents with the U.S. Customs Service, 100 agents of the U.S. Border patrol, and 5 Special Agents of the Fish and Wildlife Service assigned to the state of Montana. There are also 30 Park Police assigned to nearby Glacier National Park. No more than half these agents could be spared for any operation in 24 hours.  And there are three companies of USAF Security Police assigned to Malmstrom AFB. Only one company could be spared from the base since it has high security parameters. It is, after all, a SAC base.

Reinforcements could be called in from other states, particularly the U.S. Marshals Special Operations Group (SOG) and FBI Hostage Rescue Team (HRT). A US Marshal SOG of 50 men could be assembled in 48 hours. An FBI “Hurt” Team of 20 men could be assembled in 24 hours. Of course there is also the Montana State Police.

Q. I’ll also advise Drake that we might need to hide Dr. Crisp away in a hurry in a safehouse somewheres–again, out of Montana would probably be good, though his old stomping grounds in Berkley might be a little too familiar–we wouldn’t want him calling up Fiona while nobody was watching him. We’d also probably want to keep him seperated from LCS.

A. Drake has a short list of safe houses. Your team asked him about it when you first came across LCS.

Q. Listening to the tapes we made: Can I attempt psych rolls to gather any information on the reactions of the people?

A. Yes you can.

Q. Is Crisp sincere on the phone?

A. Crisp: Psych roll indicates that Crisp is sincere . . . sincerely scared. But he was also sincere in his agreement to meet you in the Great Falls airport.

Q. Is Turner afraid of this German guy, or is he kissing up to him, or what?

A. Turner: Psych roll indicates that Turner is scared shitless of the guy with the German accent, Mr. Galt.

Q. What’s Deschiel’s deal–is he just a cold, calculating sort? Does Deschiel have any trace of a German accent?

A. Deschiel: No trace of German accent. Psych roll indicates that Deschiel is considers himself the ultimate pragmatist, he thinks he’s capable of doing whatever it takes to get the job done.

Q. Lastly, I’d like to acquire a big hunting rifle–a Winchester .45-70 bolt action (with a scope), for instance. This I assume I can just purchase locally at a sporting goods store, but I’ll take it out and zero the sights first chance I get.

A. There is a gun shop in Browning, however, because the reservation is rather poor, most of the weapons are low-end. Hunting shotguns, Winchester .30-30 lever action rifles, .22s, bolt action hunting rifles in the mid-range caliber like .30-06, .44-40. No .460 Wetherby Magnums.

Dee has a .30-06 hunting rifle. Bolt action. No scope.

Q. Speaking of sporting goods–it occurs to me a few 4-wheeler ATV’s would give us more mobility in the hills around the plant; they’d be noisy, but would come in handy if we ever need to trade speed for stealth sometime (ie outrunning ABC security people on foot). We’d need a trailer for the Explorer, too, to haul them around on.

A. You might be able to rent some in East Glacier Park, on the border of Glacier National Park.

And now for Dee’s questions:

Q. Asking Drake or other contacts in CIA or NSA, are there any apparent links between ABC personnel and U.S. or foreign intelligence agencies? (Narrowing the field, look at Turner, Deschiel, Galt, and the ABC Board of Directors.)

A. There are no known links between ABC, its Board of Directors, Turner, Deschiel, or Galt and any US or foreign intelligence agencies. 

Q. Can we determine from our records or by asking Lynne Crystal Stone who was the former Facility Director/manager of the Reservation site (i.e., prior to Turner)? And who was the former security chief? Background and current whereabouts on each, if available.

A. The former Facility Director was Peter Hillary. The former Security Chief was Joseph Cuby. Both were transfered out of the Blackfoot Production Site on July 6th, 1997. Peter Hillary is a chemical engineer with 20 years experience. He and his family have moved to Matamoros Mexico where he works at an ABC pharmacuetical plant. Joseph Cuby worked for the NYPD for 20 years and ABC for five. He retired from ABC on July 6th and moved to Long Island.
