The High Frequency Active Auroral Research Project (HAARP), a joint effort of the Air Force and the Navy, is the latest in a series of little-known Department of Defense (DOD) "active ionospheric experiments." Internal HAARP documents state: "From a DOD point of view, the most exciting and challenging" part of the experiment is "its potential to control ionospheric processes" for military objectives. Scientists envision using the system's powerful 2.8-10 megahertz (MHz) beam to burn "holes" in the ionosphere and "create an artificial lens" in the sky that could focus large bursts of electromagnetic energy "to higher altitudes ... than is presently possible." The minimum area to be heated would be 31 miles in diameter. The initial $26 million, 320 kw HAARP project will employ 360 72-foot-tall antennas spread over four acres to direct an intense beam of focused electromagnetic energy upwards to strike the ionosphere. The next stage of the project would expand HAARP's power to 1.7 gigawatts (1.7 billion watts), making it the most powerful such transmitter on Earth. For a project whose backers hail it as a major scientific feat, HAARP has remained extremely low-profile - -- almost unknown to most Alaskans, and the rest of the country. HAARP surfaced publicly in Alaska in the spring of 1993, when the Federal Aviation Administration (FAA) began advising commercial pilots on how to avoid the large amount of intentional (and some unintentional) electromagnetic radiation that HAARP would generate. Despite protests of FAA engineers and Alaska bush pilots, the final Environmental Impact Statement gave HAARP the green light. While a November 1993 "HAARP Fact Sheet" released to the public by the Office of Naval Research stressed only the civilian and scientific aspects of the project, an earlier, 1990, Air Force-Navy document, acquired by Earth Island Review, listed only military experiments for the HAARP project. Scientists, environmentalists, and native people are concerned that HAARP's electronic transmitters could harm people, endanger wildlife, and trigger unforeseen environmental impacts. Inupiat tribal advisor Charles Etok Edwardsen, Jr., wrote President Clinton on behalf of the Inupiat Community of the Arctic Slope and the Kasigluk Elders Conference expressing their concern with the prospect of altering the earth's neutral atmospheric properties. HAARP also may violate the 1977 Environmental Modification Convention (ratified by the U.S. in 1979), which bans "military or any other hostile use of environmental modification techniques having widespread, long-lasting, or severe effects." HAARP project manager John Heckscher, a scientist at the Air Force's Phillips Laboratory, has called concerns about the transmitter's impact unfounded. A virulent plague has ravaged the town and many of the farms in the vicinity, leaving a death toll of well over ninety percent among the human population and near-total loss of livestock in its wake. Acting swiftly under the direction of the Centers for Disease Control, Tennessee Governor Don Sundquist mobilized several units of the Tennessee National Guard, placing the region under strict quarantine. "Without the cooperation of elected officials, the CDC's hands are tied. Governor Sundquist's prompt response to our recommendation of quarantine may well have safeguarded the lives of thousands," he said in a press conference yesterday. Dr. Sciebenski went on to indicate that, while the provenance of the disease that struck Groversville is unkown, the apparently new strain of viral influenza, while virulent and deadly, appears to have a very short lifecycle. "Forty-eight hours after the initial reports, we were no longer detecting cases of new infection," Dr. Sciebenski stated. "While the tragedy of Groversville will never be forgotten, we are confident that there shall be no re-appearances of this disease." According to a representative of the FBI at its Knoxville office, preliminary investigations into possible origins of this outbreak are inconclusive. "Frankly, we're not sure where this thing came from. If you've talked to the CDC, you know as much as I do," FBI Special Agent James Derringer was quoted as saying. Derringer went on to indicate that, while the possibility that this disease was the result of a calculated act of terrorism is remote, it has not been ruled out. "We're going over the entire town with a fine-toothed comb. Wherever this thing came from, we'll find out. And we'll make sure it never comes back," Derringer said. No official spokesperson for the town of Groversville was available for comment. Thus far, no trace of the town's board of aldermen has been found, although the town hall was found to be in a state of total disarray when investigators arrived. Likewise, the entire local sheriff's department appears to have succumbed to the disease that claimed so many. Funerals for the deceased will continue through the week. I guess this is quite different from the other HAARP program (which IIRC stood for High Altitude Artillery Research Project - doubtless I will be corrected by Agents who are more aware of this operation) which was headed by the Canadian Gerald Bull. The story goes that Dr. Bull later went on to work for the Iraqis on their "Supergun" project before being assassinated (allegedly) by Mossad - who were understandably peeved that Saddam was hiring people to produce a weapon capable of lobbing artillery shells from western Iraq to Tel Aviv! As I understand it, the Iraqi Supergun was never completed (due to the interception of the British manufactured barrel parts which were ostensibly part of an oil pipeline... as if you needed rifling to shift oil along a tube! Of course that is quite a different story), but a smaller prototype was sucessfully tested. Off the point I guess, but with military acronyms you can never be sure! As Vegas was growing so quickly, the local govt. was in a rush to get all the info it could on traffic patterns so it could move its beltway plans forward. After a day or so, someone tipped a local ultra-conservative cable access show host/ATF target to the presence of the cameras. He urged "right-minded citizens" to remove the cameras. Within a week they were all shot out. At the time the city wasn't about to pay to replace them, so there was no beltway in the near future, at least by the time I left 2 years later. The rest is grounds for calling Dr. Jack for an appointment. Example of what I'm suggesting be implemented: Services were held wednesday, April 2, for Army Col. Jack Mulligan (Derrick of D Cell). He is survived by a wife of twenty five years (CIA clone, actual wife dead since '78) and daughter Amanda, 22 (friendly currently attending Annapolis). Col. Mulligan was a patriot, serving his country in Vietnam (Cambodia), the Gulf War, and several peacekeeping missions in the Southern Hemisphere (2 assassination attempts on Castro, drug running, CIA insurrection in Costa Rica). On March 29 (March 28) he suffered a fatal stroke (car melted to slag by unknown power source) while commuting to work (in pursuit of cultists). The closed casket ceremony (no body recovered) was held at Palm Chapel in Escondido. Pine" Subject: DG: SoCal police I had originally responded in private e-mail, bet here's what I said: I'm more familiar with San Bernardino County police operations (and their carry-over into LA) than I am with LA. However, I have some sources with the LA County Sheriffs. My coverage area doesn't include the city of Los Angeles. If you can be a little more specific in what you're looking for, I'll give the press relations office in LA a call and ask them some questions for you. There's a lot of neat stuff happening outside the metro area in the east end. They don't call the Inland Empire the meth capital of the world for nothing. Most of the law enforcement agencies out here work pretty close together. They have what they call "the war room," which is an information clearinghouse. Before they make a bust, they send their information to the war room to find out if any other organization is working a case within 100 yards of the target location. This prevents officers and deputies from wasting their time chasing officers or deputies from another agency. I've been slowly collecting data for a big project on drug enforcement out here, and I've come across some pretty interesting stuff. In addition to numerous multiorganizational street enforcement teams (SETs), we also have WESTNET (West-end Narcotics Enforcement Team) and many other teams. Among the more interesting groups, in my opinion, are the Crime Impact Teams, usually consisting of members of the sheriff's office and local police gang units, as well as a parole board officer and maybe someone from animal control -- any excuse to get into a drug house is usually enough to get the dirt on at least one suspect. I live in Houston and they have put cameras up on every freeway. They added them during their other construction. All you have to to is look to the left or right while driving and you can see them up on top of their poles watching evryone. This is because the paperwork involved in prosecuting everyone who goes above the speed limit would be phenomenal. as it happens, you will have to wait on average six months to recieve notice of the fact you've been caught out in particularly busy areas like Central London, even with these time-saving measures in operation. In addition, you always know when you've been caught, as you can see the flash. Anyone whose had to blow the vile bastards away in any great quantity over the years will agree its a dubious proposition at best. They are of course, a useful font of information (preferably extracted through torture rather than barter), and it's worth bearing in mind that in the context of some kind of power struggle its definetely in our interests (short term at least) for the 'traditional' camp to win it, but ultimately i believe it's in our interests to eliminate the entire race rather than let them prosper. Actually, this is not the case at all. For example, most cameras in 30mph zone go off at 40+mph. I wish this were the case (blush)... Basically, if you don't receive a notice within two weeks of being 'flashed' you're safe. They are gradually replacing the strobe lights with IR. Apparently, on narrow roads, when they flash a car it can blind anyone coming the other way. Then you've got Barbara interviewing gouls claiming to be Russo/Mongol/American goat herds being singled out for an "ethnic cleansing." Since no one in the western world has any idea what a Russo/Mongol/American person is much less what he or she would look like, people would go along with it. The big N word gets bandied about along with the two 20th century H words that get dragged out by everyone trying to make an issue. Then you get Ted Koppel asking someone claiming to be an insider. The guy whines about higher ups and Koppel asks why they're so darned evil. Ghouls become a cause celebre and one (more) gets elected to the senate. Then you get people screaming for equal rights for the Russo/Mongol/Americans in the way of a big cash settlement for past grievances. Then you have a fund-raiser where kids all get together and sing "We are the Russo/Mongol/Americans" and Willie Nelson founds what DG will label, "Ghoul-Aid," where stars will get together and make an album to benefit the poor R/M/As. I think the best plan is just to label ghouls as Neo-Nazis for Gun Control/Minority Extermination. That way the Conservatives and Liberals have reason to work against them.
