To be a little more explicit: In the "real world" a certain amount of the $500 hammer is actually cover for various "black budget" items. How much of it? Who knows? Probably not all, as contractor greed is a mighty thing, perhaps most, the guys running NASA, DOD,etc aren't complete idiots you know, if they're paying $500 for a hammer there's some kind of reason involved. This, multiplied by a huge number of government projects, makes a *lot* of money being diverted of the books for various "legitimate" but secret projects. One guy in accounting who can move a tiny fraction of that off the books (the covert recipient thinks it really went for the *&^$%^ hammers, the covering agency thinks it went to black projects) can free up what is an ungodly amount of money in terms of a small group like Delta Green. Or an ungodly amount of money in terms of an individual. The hard part about embezzlement is always accounting for where *you* got the cash. Audits usually *start* when somebody notices that the bookkeeper is wearing Armani suits and driving a Rolls.... True story: Chase Manhattan figures interest on all its checking accounts daily. Or at least they did, don't know if they still do. Most accounts of course came out to so many dollars and so many point something cents. A programer working there wrote a routine to transfer all those fractional cents to his account. A fraction of a cent times literally millions of accounts every day...... it adds up fast. The guy was doing fine until somebody decided they ought to check up on the alleged bequest from his dead aunt. No Aunt. No bequest. And where did you get the money for that Bentley outside? The danger to Delta Green in all this is that the friendly manning the books over at Project HAARP might be tempted to start playing "a dollar for Delta, a dollar for me, a dollar for Delta, a dollar for me". This is.....not fine exactly, many Delta agents are in fact Federal Law Officers sworn to prevent and punish exactly this sort of thing...but not a big problem. Until he gets caught and the inquisitors start asking "What did you do with the other half of the money". So, how much of Delta Green's operational time is spent on wet jobs on our own people to maintain security and who does A Cell send to do them? > PAPERWORK Never underestimate the power of just not bothering to file any paperwork. If there's nothing on their desk that they have to process, it is amazing (no its not) how few government bureaucrats are going to go looking to find out where you've been, what you've been doing. The easy assumption is that somebody else processed it already. Make no waves and the time servers will think you're one of them. Also, even if you have to show ID to rent a car, a room, a video whatever; if you pay cash, nobody *ever* runs the card. And, take it from somebody who used to work retail, almost no one ever checks to see if your signature matches the back of the card. A fair number of people never bother to sign the back of their cards any way. Pay cash and nobody will notice that the card was reported stolen six months ago. - -----Josh ------------------------------ Date: Fri, 31 Jul 1998 14:46:57 -0700 From: paposehn@juno.com (Phil A Posehn) Subject: Re: DG: Detective Music An old favorite of mine is "Watching The Detectives" by Elvis Costello. also "Harlem Nocturne" which was used for the otherwise awful "Mike Hammer" series. When the American govt. first started pushing reactor construction in the private sector they let the word get around that they were going to build research reactors of their own and that they would supply the resulting incidental electricity to surrounding communities which they said would be, "too cheap to meter". This blackmailed the power companies into getting into the plant construction business. At the time of the early plant construction the requirement for Environmental Impact Reports did not yet exist and geologists were not consulted. Thus, halfway into the design process of the Rancho Seco reactor a geologist hears about the planned location at Point Reyes, turns VERY pale, and starts making phone calls. A little later a chemist hears that they plan on using SODIUM for a coolant, turns even paler, and tries to explain to someone what a loss of coolant accident would mean when molten sodium metal met the atmosphere! I've gotten a bit behind on reading the posts to this list (yes, I do make it a point to read 'em all), and as I struggle to catch up, something I keep running across is posts that contain the entirety of other posts to which they're responding. This is generally looked upon as an e-mail discussion list netiquette no-no (and not just on this list). I've said it before, and obviously it's time I said it again: when you're responding to somebody else's post in a discussion thread, one of the things you should do between the time you hit the "Reply" and "Send" buttons is edit out all the extraneous material from the preceding post, so that all that remains is just the stuff that's directly pertinent to your own comments. There are few things more frustrating than wading through fifteen screens' worth of a message you've already read, only to have the respondent tack on some comment like "my thoughts exactly" at the bottom. So as a courtesy to your fellow listmembers (even moreso those hardy souls who belong to the digest version of the list), take an extra few seconds to edit your reply message to help minimize redundancy and repetition. Some folks have to pay for the privelege of reading their e-mail, so do them a favor and save some of their bandwidth. Sounds about right; my source was fiction - a story in ANALOG from the early '80s, where a group of militia-types had stolen a load of used nuclear-fuel rods, and were grinding them up into powder. (The idea was to spread the dust around and contaminate the city.) IIRC, they croaked due to getting a critical mass without *being* critical, as it were, and were rather glowing in their expiration... "Investigators determined that the car accident was caused by the driver having a heart attack while on the road. When interviewed, his co-workers indicated that he had been under extreme pressure at work, preparing for the annual government audit." The average friendly only knows enough to motivate him to do what is needed. Not anything more. A "fall guy" is then set up, with all the relevant information leading to him rather that to DG. As an example: Friendly X is used to funnel stolen and illegally altered firearms to other DG friendlies. Before X does anything, however, a subtle paper trail is laid. This paper trail gives evidence of secret money transactions between X and a member of a xenophobic Montana militia group. The DG members arranging everything suggest to X that they are members of a group of patriotic Americans helping fight totalitarian guerrillas in a third world country. After everything is thoroughly obscured by layers of BS, nobody will figure out what's really going on. Helping obscure the picture are splinter groups of DG. Some are remnants of the 1960's DG that are still motivated to help Humanity, Democracy, and the "American Way". Others are friendlies that aren't reliable enough to deal with directly, but can be directed in useful ways with an anonymous note or bundle of news clippings once in a while. Still others are full fledged agents of DG, gone "rogue" and out of contact with the organization. High ranking government officials will have heard of (hushed whisper) Delta Green, but will have wildly varying ideas of what DG is (or was). Most believe that recent rumors of DG activity are due to renegade individuals in the government. Others believe that such rumors are mere paranoia. Yr. Obd't. Servant, J. About security: Very few Friendlies in the game should have any idea what they are really involved in; your typical Friendly should be convinced that their contact Agent is a lone wolf operative trying to save the world (or that the cell of a few agents is the only such group), and that he or she is one of the only people in all the world that they can turn to to ask for help. A Friendly should be shocked to learn that there are DOZENS of Agents and HUNDREDS of Friendlies "just like me" out there; and by the time a Friendly learns that much, it should be time to reevaluate whether the Friendly is trustworthy enough to be made a full Agent... or not. And that brings us to the other issue: what do we do about leaks? We stop them. Clean and cold. In most DG games in which I've been player or Keeper, the only thing that would distinguish most DG Agents from those slimy NRO- Speedwagon boys is ideology (NROD wants to steal the nasty alien secrets; DG wants to kill the nasty alien secrets) and resources (they have more than we do); their methods and sense of conscience tend to be about the same. They are men and women who have grown hard and dangerous and cruel for the sake of doing the greater good; and hopefully that does not itself cause them to lose track of the greater good. Delta Green agents are largely federal law enforcement, intelligence, and special forces types who have consciously decided to abandon operational ethics as necessary in pursuit of their goal: as a group they are very very well acquainted with blackmail, money laundering, evidence tampering, and murder. Well, when it came time, the players got frustrated and figuredthey were going to die and became suicidally stupid "The large fleshy-headed bug-things are coming in from the cave-entrance, trapping us and pinning us down? We're running out of ammo and they're not dying? We make a break for the exit-cave entrance, hoping to run past them." The whole point of coming INTO the cave was to find the guy with the weapon that would kill them, deeper in the cave. All they had to do was retreat into the cave and find him and they'd be cool, THEN they could fight their way out and survive. If they were STUPID, they'd be attacked and die. Well, they were STUPID! Unfortunately, it was only the second session and I kind of liked these characters. I gave them plenty of NPC fodder so they could learn from mistakes, but when confronted with impossible odds, their brains, so nimble before, just turned themselves off and took a coffee break. I didn't want to kill them just yet, so I had to tell them what to do (even after giving them failed Military Science and Idea rolls, UGH!). Therefore, NO Sanity bonus for THESE roustabouts.. Anyway, it was fun though! When two of the PC's got trapped in the caves, the other two, safely investigating and researching in town, said "Good luck!" and high fived. When the opportunity arose he went for the Special Forces. Adam = passed out as a Green Beret with honours, he was sent to Honduras to = train the Sandinista Rebels operating in Nicaragua. The unit Adam was in = wasn\rquote t content to just train and observe. They started going = along on missions into Nicaragua, very soon they were leading the = missions. Adam enjoyed the work, he proved to be an excellent operator, = he started getting a reputation as a sniper, sometimes he would go over = the border on his own and disappear for days on end, returning only when = he had run out of food or ammo. Unit members would dispute his claims of = enemy kills, so he started bringing back trophies, mainly ears but = sometimes hands or occasionally a head. This drew the attention of the = CIA paymasters; Adam was recruited into the Company. Adam Butler died in = a training accident in Honduras; the body was damaged so badly it = couldn\rquote t be returned to the US. The new Adam Butler changed = identities frequently, at first he had trouble remembering just who he = was meant to be. Adam found himself travelling all over the globe, = sometimes to some very obscure places, for a varied range of jobs. But = mainly he was used for 'Wetworks', assassinations of military and = civilian personnel. He never failed a mission, he was renowned for his = single-minded doggedness, he refused to ever let a mission fail, no = matter what lengths he had to go to. Adam regarded his work as a form of = art, he would vary his methods for each job, when he had time Adam would = make the Jobs look as close as accidents or death by natural causes as = he could. This sort of creativity impressed his bosses all the more, and = workload never ceased. Delta Green found Adam before he had ever = encountered the mythos, they needed a strong minded operative who could = work on his own, to investigate reports coming from Peru of strange = occurrences on an isolated mountain range. Peruvian Army units had = sealed of all entry to the mountain, the reports told of villages struck = by a strange disease, and those same army units were massacring = villagers and burning the bodies. Adam was unaware of who he was working = for and assumed it was just a reconnaisance for the Company. Adam was = inserted close to the site and made his way onto the mountain, he = witnessed first hand Peruvian soldiers killing and burning civilians, = but they were following orders of American personnel, he didn\rquote t = find this unusual and continued his recon. The American personnel had = set up a temporary base near the halfway mark of the mountain, this was = being guarded by a small but very professional looking group of US = soldiers, none of the Peruvians were aloud anywhere near this site. A = second site nearer the top of the mountain had been sealed off, and the = Americans were splitting their time between the two. When Adam reached = the second site he knew things were not right, it seemed to be some sort = of crash site. There was no wreckage he could see, that had obviously = already been recovered, the gouges in the earth, broken trees and scorch = marks betrayed that it was a crash site. The Americans were combing the = ground as if they had to pick up every minute piece of wreckage, no = matter how small. It wasn\rquote t long until Adam saw one of them, from = out of one of the tents on the site came a bizarre site, a small grey = humanoid with huge oval black eyes, this was bad but worst of all Adam = watched as it began to issue orders to the Americans. He managed to evade the = remaining soldiers on the mountain and complete his exfiltration. The situation had = become a little messy, key members of the A.A.L were still at large and = needed to be found, those in custody were refusing to co-operate, and = several with good lawyers were out on bail. I received a message that a = team of cleaners were coming in to assist me, when you used the term = 'cleaner', I thought it was a euphemism for agents skilled in tidying up = OP's that were struggling, not what these two men turned out to be. Let = me explain in a little more detail. \par }\pard \nowidctlpar\widctlpar\adjustright { \par }\pard \li-567\ri-625\nowidctlpar\widctlpar\adjustright {On January = 3 1998 agents Joseph and Jonathan made contact with me at the Federal = Building in Boston, from where, as you know, I was supervising the = cross-state manhunt of the remaining A.A.L members. They showed me NSA = ID's showing they were John Brown and Harvey Smith, then stated that I = should assist them in every way possible, they said they were familiar = with the case and had been shown all of my previous reports that had = been filed. I assured them I would help them, from the start they acted = as though they were in charge and that the OP hand been handed over to = them, I let this pass initially. They were keen to get straight to work, = they wanted to speak first to Nicholas Phillips, the A.A.L 'Elder = Council' member, who was currently out on bail, I arranged a meeting = through Phillips' Lawyer. The following day Jonathan, Joseph and I went = to the home of Mr Phillips, his lawyer was present also. As we agreed = previously I started the interview, asking questions on the whereabouts = of certain people etc. All through this agent Joseph studied Phillips' = responses intently, occasionally he would whisper a question for me to = ask. After perhaps an hour of fruitless questioning, Joseph whispered to = me that I was getting nowhere. That Phillips' had no intention of = revealing any information freely and that he and Mr Brown were now going = to take over. I sat back and handed over to them, they whispered to each = other for several minutes, during which time Jonathan covertly drew a = pistol and attached a silencer. It was at this point that I became = concerned. Jonathan stood and shot the lawyer twice in the head, I = jumped up, believing at this point that he had gone insane, Joseph drew = a pistol on me and told me to sit down. I followed his request, I asked = what they thought they were doing, Joseph stated they were following = directives laid down during OPERATION SOUTHERN HOSPITALITY, and that if = I tried to interfere I would be the next one to die, he then disarmed = me. They handcuffed Nicholas Phillips' hands behind his back and then = took electrical tape and bound him to the chair with it, only when they = were sure he couldn\rquote t move did they put away the guns. Jonathan = stood back, Joseph slowly pulled on a pair of tight fitting black = leather gloves, he made a show of it to Phillips, who by this point was = looking confused and petrified all at once. Joseph told him in a matter = of fact voice, that he had 30 seconds to volunteer any information, = after that he would take the information from him, either way he'd get = what he wanted and it didn't matter which to him. Phillips' wouldn't = talk; he was obviously as terrified of what would happen from his own = side if he ratted. The events from then on are etched in my memory. = Jonathan held the chair steady, Joseph started punching Phillips around = the ribcage, very professional heavy punches, after the first blow = Phillips was fighting for breath, on the fifth or sixth I heard the = cracking of bone, with this Joseph stopped. Phillips tried to draw the = breath his winded body needed, the pain of the broken ribs must have = been intense, he started a racked sobbing noise, Joseph started to = repeat over and over 'One piece of information and I'll stop'. Phillips = wouldn\rquote t talk, Jonathan reached into his pocket and pulled out a = clear plastic bag, then he pulled it over Phillips' head, who tried = desperately to hold his breath, Joseph punched him in the ribs again, = Phillips had to breath in but only got plastic. His face was a mask of = terror; he tried pathetically to break free, but just caused the chair = to rock back and forth. Jonathan only removed the bag when Phillips = started to pass-out, Joseph slapped him back to consciousness and asked = for information, none was given, and the bag was replaced and punches to = the ribs given. Phillips struggled vainly again but quickly started to = blackout again, only to be slapped back out of it by Joseph. \par=20 \par=20 \par=20 \par This cycle went on for approximately 20 minutes, the only variation = was when Joseph broke Phillips' nose, which caused him to start drowning = on his own blood each time the bag was applied. Jonathan and Joseph went = about their work with a complete lack of emotion; they were like two = workmen going about a mundane task. After a little while longer, Joseph = sensed this method wasn\rquote t working and a new one was called for. = Jonathan removed a heavy pair of pliers from his pocket and knelt down = behind Phillips' chair, I can't for certain say what he did next as I = couldn\rquote t see, but I assume he started braking the mans fingers. = The noise Phillips was making was frightful, the only consolation I took = was that someone might hear and call the police. Even after all this the = man refused to talk, I pleaded for them to stop, Joseph told me that my = behaviour was 'unsound' and if I continued, he would shoot me. The two = men conferred quietly and nodded approval to something. Joseph took out = a small can of lighter fluid and squirted it into Phillips' face and = hair; he then removed a zippo lighter from his pocket, it was at this = point that Phillips cracked. Joseph pumped as much information out of = him as he could. After about half an hour, it looked as if Phillips had = given up everything he could, Joseph slowly took off his gloves and said = in a calm voice "you should have chosen your allies more carefully"; = Jonathan then shot him through the head. =20 \par=20 \par Over the next four weeks, all the remaining members of the A.A.L = were all accounted for in various ways. For example, Carter Thorpe = (Elder Council member, on bail) was found dead in a motel room in = Vermont, after an anonymous phonecall, with half a kilogram of cocaine = and a dead prostitute. Matthew Harding (Elder Council member, fugitive) = found floating in a lake, with hands tied behind back and a plastic bag = over his head. Simon Watts (Elder Council member, fugitive) found dead = in a rental car, apparent suicide, hose run from tailpipe into window. = The list goes on, in total it has eleven names, all bar two were dead. I = know that some of the cases we deal with need extreme methods, but last = time I checked we were not a banana republic death-squad. The methods of = these men are unacceptable in the extreme, If I ever cross paths with = them; I'll arrest them without a moment's hesitation. I cannot dictate = your course of action in this matter, but I hope that agents Jonathan = and Joseph will not be used in any further operations. \par=20 \par=20 \par }{\b Paul Wilson. \par }{FBI Special Agent \par=20 \par=20 \par }{\lang1024 = {\shp{\*\shpinst\shpleft-360\shptop157\shpright9000\shpbottom158\shpfhdr0= \shpbxcolumn\shpbypara\shpwr3\shpwrk0\shpfblwtxt0\shpz1\shplid1027{\sp{\s= n shapeType}{\sv 20}}{\sp{\sn fFlipH}{\sv 0}}{\sp{\sn fFlipV}{\sv = 0}}{\sp{\sn lineColor}{\sv 13948116}}{\sp{\sn lineWidth}{\sv = 22225}}{\sp{\sn shadowOffsetX}{\sv 0}}{\sp{\sn shadowOffsetY}{\sv = - -12700}}{\sp{\sn shadowOriginY}{\sv 32385}}{\sp{\sn fShadow}{\sv = 1}}}{\shprslt{\*\do\dobxcolumn\dobypara\dodhgt8193\dpline\dpptx0\dppty0\d= pptx9360\dppty1\dpx-360\dpy157\dpxsize9360\dpysize1\dplinew35\dplinecor21= 2\dplinecog212\dplinecob212}}}}{ =20 \par=20 \par =20 \par=20 \par }\pard \qj\li-567\ri-625\nowidctlpar\widctlpar\adjustright = {Published by arrangement with the Delta Green Partnership. Thomas Colqueen commanding officer of BLUE TEAM 3 was = extracted from near the suspected GREY crashsite, he was suffering from = extreme shock and was the only survivor of the team. From the limited = de-briefing we got from him, it appears that a group of unknown agents = were at the location when the BLUE TEAM arrived. Major Colqueen put = their number between 4 and 6; he could not be sure as they acted in such = perfect unison he had trouble locating targets. His team was neutralised = in the first attack apparently by non-lethal means; they were subjected = to some sort of chemical agent that rendered them unconscious. The Major = reformed his unit as soon as he was able, and launched a second attack; = this was met by lethal force by the unknowns. The Major could not state = the method of this lethal force, he stated he was aware of his men = dying, but could not get a fix on their location, all he can remember is = a feeling of extreme terror and confusion. The Major managed to evade = them or so he thought, and made it back to the extraction point only to = be confronted by one of them. He reports being paralysed by the = unknown's stare, he then talked of someone being inside his head, and = the next thing he can remember is being inside the BLUE FLY helicopter. = No description of the unknowns can be given by the Major beyond, tall = and blond. =20 \par I would recommend that until we know more about these agents that = only modified BLUE TEAM personnel are allowed on field missions, and = that all field agents be made aware of this threat. \par=20 \par REPORT ENDS \par=20 \par=20 \par=20 \par=20 \par=20 \par=20 \par }\pard \qc\nowidctlpar\widctlpar\adjustright {\f17 TOP SECRET / = MAJIC}{\f17=20 \par }{\f16\fs56 TOP SECRET}{\f17=20 \par }} - ------=_NextPart_000_060D_01BDBDFE.C41FC080-- ------------------------------ End of deltagreen-digest V1 #91 *******************************
