Field, Ben and Davis all stayed in the hotel for in excess of a week. Questioning the hotel staff (and showing them the video footage) will lead to direct links between these three and several unsubs (Burnside, Phillips, P-Cell's controller "Primus"). The PCs have managed to retrieve their personal effects and luggage, but none of them managed to sanitize their rooms. The police should find: 1.hair and skin samples, 2.fibres from clothing and baggage, 3.traces of Field's cosmetics and Davis' heart medicine, 4.lots of fingerprints. These latter should not lead back to the PCs since their agency files have been altered, but they will remain a smoking gun forever hanging over their heads. This might be a useful way to ensure ongoing compliance... One issue here is that the version of Resurrection used by the PCs causes left/right reversal of the resurrectee: the heart and spleen are on the RHS of the body after resurrection, for instance. When Ben shot the police, he was "reversed": subsequently he has been resurrected again and has swapped back to the way he was originally. He has left both sets of fingerprints in his hotel room: I presume that eventually some poor evidence tech will notice this and go a bit loopy. The van will yield absolutely no clues once it is recovered, although SFPD should be able to track its movements through witness statements. Whoops, I just rolled for the guy who runs the U-Store-It where the Green Box is located: he remembers the strange people in suits (roll #1), he will recognize the van description (roll #2), and has called the cops (no roll needed). The PCs intend to follow through with Gall, setting him up for both the child-slayings and the shootout. The intention is to plant truckloads of child-porn on Gall's computer, along with photos of the abduction scenes. They will also hide Bonham's pistol in his house. As promised (menaced?), here's the data roundup on the DG/Vietnam campaign that's about to start. 1 - What whe will be using . Cthulhu 5.5 Rulesbook . Delta Green handbook . Delta Green Countdown . No Man's Land are the basic reference library. Nore on NML presently. 2 - Character creation and management. . Characters will be rolled using one supplemental die and keeping the regular higher; that is, you roll DEX as 4d6 and keep the three best, while INT is 3D6+6, again keeping the two higher dice and so on. This gives me characters that are a statistically above the average, but will eliminate the risk of getting CON 4 Army types. Also, the kids need all the edges they can get. . Skills - we get all the skills on the DG 1996 character sheet except "Computer" - these being the '60s, computers are still an extremely rare occurrence in everyday life. To the skill pool we are adding Survival and Tradecraft as per Countdown rulesbook, and the old Zen skill from TUO n.6 (available only on the keeper's whim). For the hell of it, we removed the Cthulhu Mythos entry from the skill list. It will just be more dramathic (and fun) to tell the guys "OK, you just got a new skill, add it at the bottom of the list...." They'll be happy, for a while. . I'll ask the players to roll civilian characters, giving them a 19 botton age limit and an upper limit of 30, and no restriction apart from the missing Computer skill. This, in order to give them rope enough to hang themselves, of course. As soon as their characters are rolled, they'll get enlisted, sent to Booth Camp and trained. [cue to Lou Gossett Jr. style of game keeping] Corps of assignment will depend on skills, attributes and ultimately Keeper's whim. . Training provides a supplemental 70 points to be allocated to: Rifle, Throw, Jump, Climb, Hide, Dodge and any corps specialty skill. I know 70 points is low, but I think it is in keeping with the levels offered by Armed Forces training facilities. . At this point the characters will be asked to roll 1D6, to determine the number of Tours of Duty served overseas (this will be fine-tuned with the age of the character: I don't want a 20 y.o. with 6 ToD on his back). Each Tour of Duty gives a supplemental 50 points to be allocated to the above skills, plus Survival, Track, First Aid and Pidgin (the made-up basic language including Vietnamese, French and English words). The number of ToDs, together with EDU and INT, will be used to determine the rank of the character at the start of the game. [I'll wing it, but working out a table should not be hard] Each tour of duty also takes away 1D4 sanity points due to the hardships of war. . Sanity will be handled using the simplified No Man's Land rules, so that gruesome but mundane occurrences will rob the character (on a failed SAN roll) of a single Sanity Point. . Female characters. The following classes have been taken into account: US Army Medical Corps, Montagnard guides, Journalists and photographers, French-stock gentry, Bored staff-member wives, Camp followers for both sides and adventuresses, Political activists, Local academical support, Russian or Chinese agents. . Latecoming players, both male and female, will be awarded a character specially designed by the keeper. I'll use these to field-test some of the options you gentlemen presented on the list, and also to provide local support to the team. [I add that the ladies might give us the slip tonight: the lyrical season being in full swing, they might infact be booked for a Night at the Opera. No, really.] . allowances have been made for the insertion of 1 (one) DG operative in the team, of course without the rest of the players knowing. 3 - What's scheduled for tonight a . useless chatter b . character creation c . enlistment, training, expedient delivery to the theatre of operations, war d . endless whining of disoriented players e . this being '68, they'll be told the war is gonna end anyday soon. f . character assignment to latecomers g . What entity finds or is called, Port Authority Police? FBI/NCIC 1) How do tasks get shared in a typical federal/local task force? 2) Anyone have a more detailed breakdown of the specialty arms of the Bureau other than the well- known Psychological Crimes Unit and HRT Team? What is the name of the unit that handles serial killers? 3) I know the Feds run the National Crime Index Computer (NCIC) and from where they do so. However, I want to know what kind of indexes this database contains and what resources it provides the FBI/LE PC in an investigation. I have good data on the British equivalent of the NCIC called the PNC. It has the following indexes, all cross-linked to assist in an investigation: A) VOI - Vehicle Owners Index: contains name/address of all vehicle owners in Britain. B) SSVI - Stolen or Suspect Vehicle Index: lists not only lost or stolen cars but those deemed "Of long term interest to the police" and those "seen or checked in noteworthy circumstances". C) Wanted & Missing Persons List: divides entries into two categories: "suspected", which means there is insufficient evidence to charge them; and "locate", which means that they are sought in relation to unsolved investigations. D) Criminal Names Index: lists all citizens with previous criminal records and the names of all victims as well. E) Fingerprint Index: much like our own database. Any insight into the similarities or additional resources our system can provide? The FBI/NCIC info is pretty important to me for plausiblity of the scenario as it dictates what the PC can learn and also the behavior of . . . the nemesis. I'm a freak for details, so if you have them, feel free to bore me with them here or by personal email. One last thing from you guys and that's another plausibility check: The PC in this semi-solo session is an uninitiated future DG recruit working out of the Boston field office of the FBI. He has worked a previous assignment with the NY Division. He is to be tasked to accompany an (NPC)Bureau criminal psychologist from the Investigative Support Division (ISD) to NY to assist the beseiged FBI/NYPD task force heading up the "Subway Butcher" killings. The NPC is a DG asset, thus the hook for recruitment. The killer is dumping the remains in the Hudson River, but when one of the bodies washed up on the Jersey side, the Feds exercised their jurisdiction. Any gaping holes in this premise? As an aside, there is the additional hook that the PC's current SAC went through the academy with the SAC in charge of the Task Force, so there's a "scratch my back and send me some help" twist to it as well. Well, I'm short for time on getting this stuff and I've used up all the DG resources. I know it's out there, but I'm hoping other Keepers have already sifted through some of the superfluous BS and collected some of this info in a usable format. This is your chance to shine, guys! Muir [gregmuir@flinet.com] Sent: Monday, November 08, 1999 11:28 PM To: dgrpg@delta-green.com Subject: DG: Countdown Zombie Thought Sp'oers In the Galt mission in Countdown, where the Nazsicle Scientist is trying to get reanimator fluid made by ABC, the Ben Ironshirt character experiences the not-so-pleasant process of being instantly zombified by getting a full-face on spray of the reanimator chemical. What's really interesting is that it appears he retains his own personality and mind. In all of the other reanimations such as in Lovecraft's stories the process invariably produces monsters, there's simply no way to get the personality to stay in place. Sort of like with the vampires in Buffy, the original soul is gone and all that remains is a demon with the same body and mannerisms and memories. But here we see Ironshirt and he apparantly is still human, after a fashion. Based on his description he's naturally wiggy about the whole undead thing and will go nuts if you point it out to him but aside from that he's not a mindless killing machine. It makes me wonder if there is a way to eventually get the reanimation procedure working in a more effective fashion. Unfortunately for this instance, it looks like the current batch of the formula has to be used on the living. However, I could see some characters finding this to be quite the advantage. You have immense tolerance to physical trauma, no longer need to breathe, and can still pass visibly for a human. If you're looking to deal much with Mythos entities this ain't a bad situation to be in. Anyone else intrigued by this possibility? An overview of "the state of organized crime" in NYC would be a useful thing to have - who controls what rackets in what territories. I find it hard to believe that no other magically-inclined mobster has come along to challenge the Fate. I know a recent hardcover nonfiction book has come out on how traditional organized crime was rolled back in NYC - I'll stop by the local Barnes & Noble and get the title and author after work tonight. Info on how a typical organized crime investigation is conducted (if there is such a thing) would also be useful. Note that with the existence of a Gate spell, money laundering and smuggling are easier in terms of transporting goods & cash. There's also some potential for smuggling in illegal immigrants, though an artifact of some sort would probably be easier than casting a Gate spell on a boatload of people. Magic is probably tightly controlled by the Fate, to prevent rivals from picking up tricks and deciding they don't need the Fate skimming profits off the top anymore - the Fate might only involve itself in a few high-profit crimes per year, relying on fear and the occasional Dimensional Shambler to keep the money flowing in. Possible plot seed for a "Tale of Terror"? You decide. The FBI, ATF, and local fire and arson investigators have for nearly a decade been on the trail of an apparent professional arsonist ring that uses an extremely effective tool: High Temperature Accelerant (HTA). Lab analysis of HTA indicates that is is very similar to solid rocket booster fuel. This implies that at least one member of the ring is an accomplished chemist and, possibly, physicist. While federal authorities feel that they have come close to nailing down the properties of the HTA and performed control tests using their version of it, they have refrained from releasing the chemical make-up of their findings for fear of copy-cat arsonists. HTA was first (if I remember correctly) identified during a series of arson fires in the Seattle metropolitan area, with subsequent evidence of HTA involvement in fires across the United States in the subsequent years. It is worthy of note that, in all identified cases thus far, HTA-suspected fires have occured in large, vacant wharehouse-type structures. This is indicative of arson-for-hire to alleviate the financial burden of maintaining such a building and to abet the collection of insurance funds to offset accrued losses. HTA has taken arson-for-hire ("Jewish Lightning, in fire department parlance) to new and extreme heights of danger to firefighting personnel. The characteristics of an HTA-originated fire are definitive: 1) First arriving fire companies often report out on the scene with a small, seemingly-isolated fire in the interior of the structure. This size-up invariably leads the company officer to begin initiating an interior (or offensive) fire attack. 2) Post-fire reports of first-in officers often read strikingly similar: in the time it takes for their company to lay supply hose and deploy attack lines into the structure (usually no more than 3-5 minutes), the fire has grown and moved with remarkable speed to previously uninvolved portions of the structure, often self-ventilating (burning through the roof). 3) Caught in a rapidly-deteriorating situation bordering on the switch from offensive to defensive (surround and drown) operations, firefighters often attempt at hasty interior attack on the growing fire only to find that the burning material is water-reactive: that is, the fire is SO hot it fractures the water molecules and breaks them into their core atomic components of Hydrogen (extremely flammable) and Oxygen (a oxidizer, causing hotter burning). Application of water results in a arc-like flaring of the fire accompanied by tremendous pyrotechnic displays (looks alot like a fire in a fireworks factory, a white phosphorous grenade, or a burning magnesium Volkswagon engine block). 4) Structural integrity of the fire building is compromised rapidly with the of the spread of the HTA-fed fire. Buildings usually suffer partial or complete collapse within minutes rather than hours. 5) There is no readily-available extinguishing agent effective on HTA fires. Class D extinguishing agents, such as Met-L-X, are dry powder agents that must be physically shoveled over a Class D (combustible metal) fire to smother it. This is not feasible for a large fire involving a structure. Due to the recognizable traits of HTA fires, federal arson investigators are automatically called in to assist in the mop-up and subsequent fire investigation. This provides a premise for DG involvement. Forensic evidence indicates that the HTA is probably stored in a drum and placed inside the structure next to a main supporting element to facilitate rapid collapse of the building. Evidence exists that, in some cases, multiple points of origin were used. This points to the possibility of an engineer or architect as being a member of the a-for-h ring. A control test conducted in an abandoned strip shopping center constructed of fire-resistive masonry cobnstruction resulted in complete destruction of the structure in less than 20 minutes. This was with one 55-gallon drum of the SUSPECTED HTA material. Could this be a fire vampire or other entity as Rob suggests? Would such an entity leave behind residue that might be akin to solid rocket booster fuel? It seems strange that the occurances of HTA fires always occur in large, unused wharehouses. . . Jean Drouay, who formerly headed the group in southeastern France, was sentenced to two years in jail, including 18 months suspended, and fined 100,000 francs ($15,750). Because he has served 17 weeks' pre-trial detention he will not return to jail. Five other members of the church were given suspended sentences ranging from six months to a year. One defendant, who has turned against the group and accused Drouay of sending him on suspect fund-raising missions, was cleared. The seven Enolsis defendants went on trial last September in connection with courses in ``spiritual purification'' organised for church members between 1987 and 1990. Charges of violence and illegally practising medicine were dropped. Prosecutor Danielle Le Borgne had recommended Drouay be sent to prison for 18 months, with another 18 months suspended, saying the group was bent on making money from its followers. Drouay's lawyer Yves-Xavier Aryal said after the verdict that the proceedings had smacked of lynch law. The trial was marred by the disappearance of legal evidence, which authorities blamed on a court clerk's mistake. The Enolsis Foundation denied any responsibility and said its opponents were waging a slander campaign by trying to blame administrative blunders on the movement. Legal documents that could have been used as evidence against the movement in two other cases have also gone missing. French authorities view the Enolsis Foundation with suspicion and publicly expressed irritation last month about a U.S. State Department report scorning official French attitudes towards the movement. The French position was outlined to visiting U.S. Ambassador-at-Large for Religious Freedom Robert Seiple, author of a report containing criticism of Paris. Justice Minister Elisabeth Guigou has raised the prospect of banning the Enolsis Foundation in France. Unlike the United States, France does not recognise Enolsis as a religion. Bats are unusually susceptible (for mammals) to pyrethrins and other cholinesterase inhibitors, so the Raid screws them up pretty good. A badminton racquet worked better than a tennis racquet because the lighter weight allowed a higher velocity within the cramped conditions of the attic, although I suppose that a squash racquet would also work well. The stringed face of a racquet is preferable since it doesn't provide a good sonar signature and doesn't cause air turbulence that may deflect a small winged mammal. Obviously, for shan fighting - a chemical or physical agent to disorient them followed by a solid hit from a tennis racquet or cricket bat. Of course, experimentation to determine what agents would disorient a shan would require capture of a living research subject. Although, from what we know already, flooding the area with radiation from high-intensity "natural light" fluorescent bulbs, tanning lamps and infrared lamps that duplicate the visible and near-visible spectrum of sunlight may do the trick.
