TOP SECRET/MAJIC/PLUTO/ARC DREAM

SYNOPSIS

As in the previous PLUTO analysis, this document does not discuss
tradecraft, financing or anything other than the technologies under
development. It is not the intent of this document to dissect March
Technologies, Frontier Biologic, Fluid Neuronics, Tri-Axon Systems, or any
other Majectic-12 contractors.

ARC DREAM is a sub-project of MJ-6 PLUTO which handles biotechnology
transfers from an alien intelligence known as the Greys. The Greys have
provided a document known as "the CookBook" which purports to open the
doors to all earthly biology. ARC DREAM primarily serves a management and
bureaucratic function for it's sub-projects. There are four sub-projects
under the auspices of ARC DREAM;  BOUNCE, CATALYST, CORE and RECOIL. 

[...1...] : Sub-Project  B O U N C E

Bounce is a project designed to develop Super-Soldiers based on alien DNA
and anatomy. The goal is to make "clean" soldiers which are immune to
CBR/NBC warfare. The results have been catastrophic. 

The first technique implemented was to surgically implant and grow a
subcutaneous layer of photosynthetic chlorophyll based cellulose into a
human subject. It was hoped that this would prevent absorbtion of toxins
throught the skin and eliminate the need for respiration, as well as
providing a protectiver layer of bullet resistant cellulose. 

Unfortunately, the test subject developed a photovoltaic metabolism which
resulted in neurological disruption and disfigurement leading to insanity. 
Several research personnel were killed via electrocution before the order
to cease further development was given. The test subject currently resides
at the YY-II ICE CAVE facility [location redacted]. Recently the test
subject has produced a series of unusual yam-like growths and flowering
buds which may signal the onset of some sort of reproductive cycle.

The next experiment attempted to boost the test subject's immune response
to NBC/CBR factors by transplantation of cloned alien lymph glands and
extraterrestial bone marrow. The test subject developed severe fungal
infection of an unknown pathology and began to exude emissions of a
yet-to-be fully identified mutagenic liquid. The test subject also began
to generate an unprecedented increase in pheromone production. This
unexpected byproduct led to the development of a chemical "mind control" 
pharmeceutical by Sub-Project CORE after the mysterious disappearance of
the test subject. 

Current research focuses on a system-wide approach of nanotechnological
genetic therapy which promises to create individuals who can alter their
appearance. These CHANGELINGS could then impersonate other individuals as
needed. The stumbling block has come with set of peculiar symptoms which
include severe pain when attempting to shift shape, skin and connective
tissues which liquify or evaporate into mist after periods of prolonged
alteration or when subjected to trauma, and uncontrolled emissions of pus,
bile and lymph. No test subject lived longer than two months, a tragically
short lifespan that ends in a griseous clay-like "smearing" of the entire
mass of the patients cellular structure. Most test subjects complained of
an insatiable biological craving for normal human organs (cannibalism).

There are also numerous other hybridized cadavers stored at the ICE CAVE
who did not survive the hybridization process.

CATALYST handles the main body of ARC DREAM research, and has become more
of a production house which occasionally spins off further sub-projects. 
Catalyst has perfected the accelerated growth of human embryos and fetuses
to adulthood in a period of several weeks. The more growth factor is used
to accelerate development, the greater the risk of biological failure. 

A timely production schedule to keep up with the demand for human clones
and other cloned materials have increased the amount of defective and thus
unusable material. This has led to CATALYST requiring a much larger than
normal medical waste facility.

CATALYST has developed an advanced cryogenic technology for storage of
harvested limbs and organs, as well as for unusual test subjects or
prisoners. This is complemented by an experimental nanotechnological
stasis unit called the CHRYSALIS. CHRYSALIS is also capable of genetically
altering biological specimens stored within and can serve as an all
purpose tool for cloning and other biochemical manipulation.

The primary means of cloning performed by CATALYST is through WOMB
growths. These are biological membraneous sacks encased in perfect crystal
cylinders. The first WOMB growths were provided by the Greys and
subsequent WOMB's were designed by BIOGON and constructed using the
Crockpot (see nanotechnology in Part One). This technology has nothing to
do with the World Organization for Medicine and Biology, which provides
clones to the clandestine global psionic organization known as INVISIBLE. 
However, INVISIBLE does provide Majestic-12 with advanced mind control
technology based on MKULTRA and other esoteric research.

CATALYST has mastered the production and development of embryonic stem
cells. These all-purpose cells can be grown to develop into any organ,
limb or body part/system desired. CATALYST can also transplant every organ
in the human body at once, with perfect matching genetics.

The total organ transplant has lead to cases of multiple personality
disorder when performed between two non-cloned test subjects, leading
CATALYST researchers to believe that some sort of chemical or genetic
memory is transferred via total organ transplant. Side effects from clone
to non-clone transplants have resulted in loss of focus and motivation as
well as an unidentified malaise in the transplantee. This has led to
religious speculation that such transplantation destroys a person's soul.
Of course, such ridiculous claims are not heeded by serious scientific
researchers.

Out of all of ARC DREAM, CORE has the greatest potential for drastic,
world altering effects. If each experiment is taken seperately, CORE
simply alters microbes, animals and biochemistry. Viewed as a whole, CORE
provides the advent of a new global ecology; an ecology based on genetic
engineering and alien science. 

Currently the implications of consciously directing this evolution have
only been considered by sources outside Majestic-12. INVISIBLE is keeping
tabs on CORE through intrusive telepathy, information sharing with the
Gestalt, and aggressive precognition. The New World Industries subidiary
Biosyndrome Systems Inc. has audaciously implemented sample ecologies
computed by the artificial intelligence EVOLVER and based on Dr. Everett
Stanz's Accelerated Evolution Model. These glistening and gelid neojungles
and quivering flexreefs currently grow and flourish on isolated and
radioactive Pacific atolls. 

CORE has developed anti-DNA virii which imprint themselves upon a specific
genetic pattern which they exclusively infect. This, combined with
tailored carrier pathogens from MKNAOMI has created an arsenal of
selective bioassassination weapons. CORE has also developed a series of
alien biochemicals called SPECTRUM, which have various deleterious effects
(See DG : EYES ONLY Vol. One - Machinations of the Mi-Go for further
details about the SPECTRUM biochemicals). 

CORE also can duplicate nerve tissue via chemical electrosynthesis. This
is actually a protomatter-based process and CORE is reliant on the Greys
to provide the electrosynthetic solution (re: Protomatter). The
FRANKENSTEIN process is used for creating Brain Carbons and
Neurofilaments. 

Brain Carbons are simply a protomatter replica of the original human
organ. It has an indefinite lifespan unknown to CORE who believe that it
is a exact neurological copy. The new brains are subject to utter and
total domination by the Mi-Go, who can render the victims of the Brain
Carbon process into empty skulled automatons by remote dissolution of
their new protomatter mind. 

Neurofilaments are mobile threads of semi-intelligent nervous tissue. They
are based in part on the biology of the Traveller species captured on the
San Carlos Indian Reservation near Phoenix, Arizona. MJ-8 DANCER has been
cooperating with CORE in order to properly develop countermeasures against
future encounters with the Traveller species. These Neurofilaments are key
to RECOIL's advanced neurology project.

The mercifully abortive animal experimentation of CORE has been abandoned
in favor of further human experimentation. However, three projects are
still active in this arena; the K-10 Steppenwolf, the Marine Mammal
Program, and CHIMERA.

The K-10 Steppenwolf is an augmented canine species genetically engineered
and equipped with a human-type brain, diamond matrix teeth, bulletproof
arachnofibrous skin, extra-dimensional myomer enhanced musculature, and
vastly accurate, extremely sensitive sensory organs. K-10's have a very
short lifespan and frequent cancerous tumor growth due to their
drastically accelerated metabolism. They can run faster than a Cheetah,
are stronger than a Grizzly bear, and are the size of a large housecat.
K-10's are trained by the artifical intelligence SIRIUS who uses designed
RNA skill injections to neurochemically inoculate desired behavior
patterns. 

The Marine Mammal Program alters bottle nosed dolphins to seek enemy
submarines and ships, attack enemy divers and seek alien intelligences
beneath the sea. Communication with the dolphins has revealed an elaborate
mythos concerning a hostile underwater civilization of humanoid "Deep
Ones" that dolphin storytellers indicate can interbreed with both humans
and dolphins. 

Augmented Dolphin requests to "go to war" with this mythical civilization
have been ignored by Majestic analysts who dismiss such fanciful tales as
primitive Dolphin superstition. ICE CAVE personnel have been instructed by
MJ-1 Justin Kroft not to reveal the existence of the Deep Ones at the
YY-II facility to Marine Mammal Personnel for unspecified reasons.

Augmented Dolphins have been altered to dive deeper and longer, increase
their sonar's range and swim much faster with greater snout and overall
body strength for lethal "kamikaze torpedo" attacks. Cybernetic CLARION
and GABRIEL sonic weaponry is currently being implanted into AUGDOL's. 

CHIMERA is a CORE program to create animal-human hybrids. So far the only
experiment was the surgical implantation of a human brain carbon into a
Chimpanzee. Project-X was shut down after a brief period of inconclusive
testing. CHIMERA plans to use animal chromosomes to engineer an
alternative to RECOIL and BOUNCE soldiers. Some CHIMERA researchers are
pushing to steer CHIMERA toward the uplift of semi-sentient beings to
fully human intelligence. This would create various "slave-races" which
could be used as expendables in a interstellar war.

CORE's major contribution to ARC DREAM and Majestic is in the arena of
Biological Warfare. Some of the bioweapons include; a Grain Blight to
foment famine in hostile nations, a PROTEUS virus which genetically alters
hostiles into more passive behavior, and a nanotechnological virus which
elicits spontaneous combustion in people and machinery.

Finally, CORE has produced Combat Drugs and other field pharmeceuticals
for RECOIL and NRO DELTA agents. Research into Psychotronic Biochemicals
has been subtly halted by a jealous INVISIBLE which has used invasive
telepathy to subliminally implant subconscious failure into the minds of
researchers involved in such attempts.

Two of the Combat Drugs developed are TSA-343 or "Slo-Mo", which has been
extensively tested on the Mediterranian Island-State of Al Amarja. Slo-Mo
alters one's time sense so that everything seems to proceed in a radically
slower time-frame. Slo-Mo is also known as TEMPO. Another drug developed
is the green and bioluminescent fluid called JUMP. JUMP, which has shown
the amazing property of rejuvinating nearly dead individuals into frenzied
attackers who feel no pain, has proven to be an effective "dead-man"
contingency. Unfortunately, the users of JUMP invariably experience
extreme brain damage and cannot be thereafter useful to Majestic. 

[...4...] : Sub-Project R E C O I L

RECOIL has been producing physiologically altered NRO DELTA and MJ-5 BLUE
FLY personnel since 1993. The test subjects have been given enhanced
strength through the use of advanced steroids and specially designed
adrenaline-producing organs. The musculature must be nanotechnologically
enhanced in order to prevent injury from the increased biochemical
strength. One RECOIL test subject has even been given a musculature which
has been wholly replaced by extra-dimensional myomers. The skeletal
structure has also been regrown and gradually converted into a diamond
matrix by nanotechnology in order to bear the great weights and stresses
imposed by enhanced strength. All this causes great agony in RECOIL
subjects which is partially cured by neurosurgery and painkillers. 

Superconducting Neurofilaments have been infiltrated into the Central
Nervous Systems of RECOIL test subjects. This has resulted in greatly
increased reaction speeds and hand-eye coordination. It also may cause
epilepsy, narcolepsy, and all manner of neurochemical psychosis, delusion,
hallucination and bizarre ideation. Again, these side-effects are treated
with medication.

Night Vision has been granted to RECOIL test subjects. This is
accomplished by replacing RECOIL test subject's corneas with
multi-dimensional crystal-matrix optical lenses and growing high density
rod/cone polymorphic nervous tissue in the retinas. This has produced
hallucinations and migraine headaches similar to those experienced by ZEUS
targeting personnel. More medication is necessary to curtail these
side-effects. 

Neurofilaments have replaced nose-hair in some RECOIL test subjects, and
this has greatly enhanced the sense of smell. Unfortunately, the RECOIL
subjects thus augmented have complained of an inability to stand close
proximity of others, and a greatly diminished appetite due to the
intensity of odors they now experience. Nevertheless, the tracking
potential of such augmentation is judged to be well worth the reduced
quality of life. 

Additional organs and improved organs from CATALYST have been implanted in
RECOIL personnel. This has caused immune response difficulties due to the
many conflicting genetic materials used in the RECOIL test subjects. Once
more, RECOIL test subjects must take additional medication to prevent
immune rejection of their augmentation. 

An additional "endurance" heart, total filtration kidneys, and
super-oxygenated water-breathing lungs have all been used on RECOIL test
subjects to great success. An advanced "blood-doping" process to provide
the extra nutrients that these improved organs require was replaced
recently (as was the subject's blood) by a self-replicating
nanotechnological "biosoup" of complex Blood Agents designed by the
artificial intelligence BIOGON. 

The RECOIL augmentation with the least side-effects is the implementation
of Improved Protective Structures. Diamond shell eyeballs, a perfect
crystal skeletal structure, and an arachnofibrous weave into the skin
maintain a human appearance while rendering near total protection from
small arms. IPS has been the subject of much unauthorized testing by
imaginative and suicidal RECOIL test subjects. 

Overall, RECOIL has astounding capabilities and great potential while
exacting a terrible cost to sanity and humanity. Drug addiction,
biological failure and imminent psychological collapse make RECOIL
personnel unreliable without control agents to monitor and supervise their
behavior. Escaping RECOIL subjects are dealt with by a time release virus
which will cause them intense debilitating pain until they return to
Majestic for treatment. If they do not return in time, the virus mutates
into a highly acidic bacteria which erodes the RECOIL subject to a
carbonized blackened mass within minutes.
