Hello Mark,

Seem to be a very effective damage control tactics, as for 
suggestions, if I may finding kiddie porn would appear very dubious 
too the press the building burnt down and this survived?  I think the 
religious zealots approach is best everyone in their day to day 
existance has had experience of very committed believers taking 
action because of their faith a less comitted person would find 
strange, (one example being individuals who just start to shout and 
praise the Lord in the street without signs or books or anything), if 
this group were portrayed in this light and that is combined with the 
drug to remove the admittedly self-limited self control of these 
individuals most of the ordinary public would view them as capable of 
anything.

The best example of religion as capable of anything in my opinion is 
the Childrens Crusade some priest got the bright idea of gathering 
all the homeless and parentless children of France and shipping them 
as an army to the middle east to fight in the crusades.  Of course 
the majority ended up in slavery because the middle men of the 
process were as corrupt as anything.  (see Slaughterhouse 5 by Kurt 
Vonnegut for more info).

Multi Agency Task Force is an excellent idea, providing we can 
control it.  The commander of such a force should be carefully 
selected as an individual capable of taking advice (read orders).  

I await your follow up suggestions with interest and look forward to 
offering further suggestions and ideas.
