(Operation SANDMAN)

©1998-1999 Shane Ivey

DATE: 5 June 1998 (debriefed 10 JUL 1999)
AGENTS: Mark (Brian Lundquist, DOJ), Michael (John Rogers, CIA), Marlow (Sam Dee, AKA David Kelley, CIA)
FRIENDLIES: Barry Knight, PI; Donna Wang, FBI; Connor Danforth, NSA; Michael Cabot, CIA
SUMMARY: Operation SANDMAN, debriefing transcript 38: Complications with the Feds.
CASE STATUS: Open

KEEPER:  Yes... Knight, you stepped out of the apartment for a few minutes while Lundquist and Rogers conferred over a piece of evidence, a key found in the other apartment.

KEEPER:  It was a little strange, actually, Knight... you lit a cigarette, listened to the FBI agents going about their business..

KEEPER:  You took one drag, and then exhaled... and then the cigarette was spent, nothing left but a drooping stick of ash.

KEEPER:  Then you heard Lundquist and Rogers talking in the apartment again. Rogers said something about having better taste in women.

KEEPER:  In the doorway, you see a fresh bloodstain on the carpet near the door.

KEEPER:  FBI Agent Wang is standing across the room with a first aid kit, looking nonplussed.

Knight studies everyone to see who has been hurt

KNIGHT:  "You have to worry about tastes in women on your saleries fella's, gee you feds never stop winning"

KEEPER:  Nobody's been hurt. But Lundquist and Rogers look like they're in the aftereffects of a minor adrenaline rush--a little shaky (just a little), laughing nervously.

Knight to Rogers :"Mind if I have a look at the key?"

ROGERS:  "Did you see anyone leave just now" rogers hands knight the key

KNIGHT:  "Nope, should I have? Knight studies the key

ROGERS:  "Just wondering." "We need to figure out where that key belongs, we should get some copies done and then get it to the lab"

KEEPER:  The key is small but heavy; it looks old. It has a five-digit number inscribed in small digits on one face.

Knight studies the key

ROGERS:  What is the number?

KNIGHT:  "We could take the code to a locksmiths, they have records sometimes"

KEEPER:  81062

ROGERS:  "Does that ring any bells with anyone?"

KNIGHT:  "By its age it is more likely to be a public locker rather than a safty deposit box"

ROGERS:  "Still it will be worth having a look around the appartment to see if it fits anythiing or if there's anypaper work related to it. Maybe its a poastbox key?" Knight looks around the apartment to see if there is anything the key could fit

KNIGHT:  "I'll let you feds push the paperwork, its what you guys do best"

ROGERS:  "Wang, did you notice if there were any postboxes downstairs on your way in?"

KEEPER:  "The apartments use locked mailboxes downstairs," Wang says.

ROGERS:  "Hey Knight!, Let's go and check the boxes what appt number is this anyway?"

KEEPER:  Note that the key was found in Volker's apartment--right now you are in the apartment across the hall, where the two corpses were found.

KNIGHT:  "want me to check it out?"

ROGERS:  ah right

ROGERS:  "We'd better check Volkers apptment for the paperwork and stuff, then head down to his postbox."

KEEPER:  Wang brings one of her people to get a sample of the bloodstain on the floor.

Knight asks Wang "Where did that come from?"

KEEPER:  Wang looks up at Knight, then at Rogers, waiting for him to answer.

ROGERS:  "From someone rather unfortunate."

Knight looks to Rogers

KNIGHT:  "Oh, care to explain?"

KEEPER:  Wang goes back to collecting the sample.

ROGERS:  "We don't know for sure but best guess is the appartment resident. Let's leave that to Wang and get back to Volker's"

KNIGHT:  "Okay Do'Kay"

KNIGHT:  [Whats the apartment numbers again?]

KEEPER:  801

KEEPER:  802 is Volker's place, 801 is his dead neighbors.

ROGERS:  "OK we need to check Volker's appartment for anything similar to what I found, and we need to do it fast." Rogers shows knight and MARK the hiding place for the key if there are no Security risks about.

Knight will check around Volkers apartment for any hidden safes and such like, floor safes, wall safes, hidden behind plugsockets, normal places

Rogers searches for paperwork etc

KEEPER:  You both go through Volker's place again. As you're searching, more FBI agents arrive, sent by ASAC Devereaux. Lundquist goes to meet them.

ROGERS:  "Anything Barry?"

Knight shrugs as he continues to look ."Not Yet"

KEEPER:  Finally, Rogers, as you're going through the scattered papers again--recently piled into more manageable sections--you find a lease agreement with First Trust Bank of Nassau, Long Island.

KEEPER:  The agreement pertains to a safe deposit box leased by Volker six months ago, for a term of five years.

KEEPER:  The box number matches your key.

KNIGHT:  [Bingo!]

KEEPER:  Several FBI agents enter the apartment about now, talking amongst themselves, asking the crime scene crew for an update, making plans to secure the scene.

KNIGHT:  [First Trust, obminous name!]

ROGERS:  whispered to Knight: "OK time to go"

KEEPER:  One of the agents looks into the room at you both. "You about done in here?"

ROGERS:  "Just a few mins and we're good to go"

ROGERS:  Rogers is pocketing the papers about the bank and the key.

KEEPER:  He nods. "We're taking care of the perimeter now."

KEEPER:  The agents move out again, going about their business. You hear the constant mutter of different voices, cameras flashing, cell phones ringing.

Knight will follow the others, winking at the door cop on the way out ."I never got my Cofee"

ROGERS:  "Ok let's go." "Anyback way out of here?"

KEEPER:  Outside Volker's living room window you see the bright glow of a news-crew's floodlight.

ROGERS:  "Let's avoid the fourth estate if we can."

Knight will find a wall to look at on the way past

KEEPER:  Rogers, the only back way out would be from the basement--there is probably a back door leading up to the back yard, used for loading furniture and taking out the trash and such.

ROGERS:  Rogers buttonholes a member of Wang's team "Is there a back way out of here?"

KEEPER:  Wang's agent tells you pretty much the same thing. "Loading door downstairs--but agents are already on it, if that's your problem."

ROGERS:  "Yeah I think I'll just check it's been secured"

ROGERS:  Rogers goes out the front door

Knight follows

KEEPER:  The crowd has gotten thicker outside, as several curious onlookers gathered on the sidewalks and under canopies nearby and federal agents displace the cops on the scene.

KNIGHT:  "Shall we take my Caddy?"

KEEPER:  A news van--Channel 23--sits directly across the street, shining a floodlight onto the building as a camera crew prepares their gear and the reporter adjusts his coat.

KEEPER:  It is still raining, but lightly.

ROGERS:  "Yeah good idea hang on one sec though"

Knight pulls his collar up against the rain and the press

ROGERS:  Rogers comandeers an Umbrella to cover himslef from the rain and the camera crew

ROGERS:  Rogers also scans the crowd to see if he recognises anyone

KEEPER:  You get an umrella from a cooperative fed, Rogers. You don't recognize anyone in the crowd.

ROGERS:  "Ok Barry lets use your car."

Knight sighs as he gets in the big comfy seat of the caddie and turns the radio on

ROGERS:  "OK let me read these documents and see if they have a branch in NY where this safe box is"

ROGERS:  "Head for the safhouse though"

Knight lights a cigarette and pulls away, driving to avoid the press

KNIGHT:  "Wheres that?"

KNIGHT:  "And who is it safe from?"

ROGERS:  "Sorry getting all dramatic there I meant my appartment, my safehouse away from the world"

KEEPER:  You pull away in the caddie smoothly, just as the press catches on that someone has left the scene. Then you're around the block and gone on your way.

ROGERS:  "Damn, I Hope MARK has the keys for the car." Rogers smiles

KNIGHT:  "You sure do talk funny, where is this apartment"

KEEPER:  It's now around 10:00 PM or so.

ROGERS:  "OK We'll have to go to the bank tomorrow."

ROGERS:  Rogers tell Kight where to drop him at his appartment. (not the right address 4 blocks away

ROGERS:  "I'll ring you about tomorrow, I'm going to get some food and sleep now."

ROGERS:  Rogers makes sure he has the key and the documents

KNIGHT:  "I'm going back to my office to see if I have any messages about this dealer"

ROGERS:  "Good I'll ring you with the plan for tomorrow later this evening"

KNIGHT:  "Goodnite Rogers, Sweet Dreams"

ROGERS:  "You too master Knight"

KEEPER:  (Sleep?! With all the clues I've been giving you goofballs?!) ;-)

ROGERS:  Rogers watches Knight Drive away, and then dials Kelly

KEEPER:  It rings twice: "Yes?"

ROGERS:  "Kelly, MICHAEL here, I need to be picked up and taken to the house"

KNIGHT:  (Cool so we get o break into the bank! Get the Big guns out!!) ;-)

KEEPER:  "On my way. Where are you?"

ROGERS:  Rogers gives his location "Ok"

KEEPER:  "Sit tight," he says. He hangs up.

Knight drives back to the office

ROGERS:  Rogers just waits scanning the street and prepared for anything.

KEEPER:  Time passes slowly in the rain and darkness. You still feel sweaty and grimy, even more so now that the rain is cooling things off and humidity increases even further.

ROGERS:  Rogers has picked a place where no one can walk up behind him

KEEPER:  No messages since you left a few hours ago, Knight.

KEEPER:  Rogers, you see Kelley's car pull around a corner and approach your location slowly.

ROGERS:  Rogers crosses to the car checking the street carefully and gets in

Knight puts his feet on the desk, pours himself a scotch and lights a cigerette

ROGERS:  "Home Jeeves" Rogers smiles at Kelly, "Got a break I think."

KEEPER:  Kelley pulls ahead and rounds the corner, heading back toward the house by a circuitous route.

KEEPER:  Kelley checks his rear-view mirror, glances at you. "Yeah?"

ROGERS:  "I need to e-mail Meredith to get some info fast and we need Mark back ASAP."

KEEPER:  Things are quiet in the office, Knight. Nothing but you and the TV.

KEEPER:  "Where is he?"

Knight will watch the news

ROGERS:  "Covering our tracks at Volkers appartment."

KEEPER:  "What about Knight? Did you get him back into it?"

ROGERS:  "Knight dropped me off there couldn't show him the safehouse could I? he's in on things and going to check his contacts I'm going to ring him in a bit."

KEEPER:  Kelley shrugs. "What kind of risk is he? We've brought Friendlies home before."

ROGERS:  "He just strikes me as wanting to know too much, cal me paranoid." "How's the interrogation going?"

KEEPER:  "We could use the manpower. This thing is piling up on us. We're letting leads go for lack of time to follow up."

ROGERS:  "He's going to be with us have now doubt on that."

KEEPER:  He turns another corner.

ROGERS:  "So how's the Q and A going?"

KEEPER:  He shrugs. "The interrogation is done. Our friend is with a smuggler from the Med who's taken up with some black market types here in the states."

ROGERS:  "Working for Volker?"

KEEPER:  "He gave us an address in Pennsylvania, a farm that needs checking out. Yeah, working for Volker. Sounds like his group was Volker's source for black hardware. I'm guessing they have ties in the the Russians."

KEEPER:  "That's what I'm hoping, anyway."

ROGERS:  "Any info on that farm?"

ROGERS:  "Owner dates bought that kind of thing?"

KEEPER:  "Couple of vans there. It's remote from view from any neighbors. A lot of acrage. It's owned by a trust on behalf of an anonymous client."

ROGERS:  "Any bank details?"

ROGERS:  "Not the First Trust Bank of Nassau, Long Island by any chance?"

KEEPER:  "No. A bank in the Bahamas."

KEEPER:  "Outside US jurisdiction, easy on the money laundering, that kind of thing."

KEEPER:  Kelley's phone buzzes as you're talking.

ROGERS:  "Damn."

KEEPER:  "Hold on..."

KEEPER:  He lifts the phone. "Yes?" He listens, and his eyes narrow. "Anything else? All right. Hold on."

KEEPER:  He lowers the phone. "It's Cabot. We have a spook outside the safehouse, about a block down."

ROGERS:  "Want to take him in orquestioning"

ROGERS:  "Doies he have the registration of the car he's in?"

KEEPER:  "Danforth caught him with the thermal cameras. Looks like one man with a camera in a suit and a bulletproof vest."

KEEPER:  "He's not in a car. Just standnig behind a tree near some bushes."

ROGERS:  "Well let's go and introduce ourselves tell Danforth we'll ring him and tell him when we're in position."

ROGERS:  "He can cause a distraction"

KEEPER:  "From the safehouse? That's risky."

ROGERS:  "Well the guys watching with a camera all he has to do is open a window and look out, and we grab the spook when he's snapping away, then destroy the fiulm."

KEEPER:  "That's still risky. I don't think we should involve the house at all. Why risk an observer associating the house with whatever goes down?"

ROGERS:  "Ok but it's going to be harder to get the drop on this guy better pull up a blocak away and we'll walk over."

KEEPER:  He shakes his head. "If you want to get the drop on him, let me walk over, and you drive up fast."

KEEPER:  "Just give me time to get in place, then you drive up on him. I'll be there to control him if he tries anything."

ROGERS:  "Ok good plan lets do it, want me to box his car in?"

KEEPER:  "He's not in a car."

ROGERS:  "Oh right sorry yeah in that case you grab him and I'll drive up with the car"

KEEPER:  "And let's call Knight back. Even if you don't want him in the house, let's make him accessible."

KEEPER:  "Right. When you move in, drive up fast and get the door open. If he lets us, we'll hustle him in and take him someplace private."

ROGERS:  "If he doesn't, cold cock him, ok?"

KEEPER:  "Do my best."

ROGERS:  "Good."

KEEPER:  Kelley pulls the car to the curb. "You drive." He looks around, then gets out and walks around to the passenger side and gets in again.

KEEPER:  As he gets in the car, you see him looking back down the street for a long moment.

KEEPER:  Then he turns back. "Black or navy blue sedan, maybe a corsica, windows up. Just drove past down the block, slow, then sped up. It may be nothing. Drive on. Drop me off the block behind our man."

ROGERS:  "OK" Rogers does as instructed but get a .45 ready.

KEEPER:  "I'll go through the yards to get access to him. Give me twenty minutes before you drive up on him."

ROGERS:  "Ok"

ROGERS:  "Be carefull"

KEEPER:  "And get on the phone to Knight, will you?"

ROGERS:  "OK"

ROGERS:  Rogers rings Knight.

KNIGHT:  "Kinght"

KNIGHT:  (Kinght.. must be the scotch)

ROGERS:  "Rogers here, meet me at this address as soon as you can" Rogers give Knight the safehouse adddress.

ROGERS:  "We may be moving up the visit to the bank"

KEEPER:  Kelley zips up his coat. He pulls his pistol--a compact 9mm--from the holster at his lower back and checks it, then replaces it. Then he pulls a small box from beneath the seat and takes out a small pistol and a big silencer and places both in his inside coat pockets.

ROGERS:  "Kelly, what if it's one of those things from Breckenridge?"

ROGERS:  "You got a wire on?"

Knight wonders about the change in location and replys "Ok I will be there in somany minutes"

KEEPER:  "Then I guess we get real fucking messy, real fast."

KEEPER:  "I have a wire, yeah. Tell Danforth to turn it on if you want."

ROGERS:  "I'll ring Danforth and get him to relay your situation to me via your wire, if its one of those fuckers I won't stop I'll mow him down with the car."

ROGERS:  "Be very carefull Kelly."

KEEPER:  "No way to know until he reacts."

ROGERS:  "Yeah but you know what the back up is if he is one you just get out of my way man"

Knight will drive quickly to the address

KEEPER:  "You bet." He looks out and around as you drive along the street the block over from the target. "This looks good. Stop and let me out. Drive off like normal. Then pull over somewhere and wait it out. When you get within the target's line of sight, you need to be driving normally. Don't speed up until you're close."

ROGERS:  Rogers rings Danforth. "Danforth, get Kelly's wire on and tell me what he's saying ok stay on the line."

KEEPER:  Danforth says, "One sec... Okay, it's on."

KEEPER:  Kelley says, "I won't say a thing unless it goes south. Don't expect to hear anything."

ROGERS:  "Get that Danforth?"

KEEPER:  "Yeah."

ROGERS:  "If it goes south get out and help ok"

KEEPER:  Kelley says, "Let's do it. Wait twenty minutes." He opens the door and steps out, walking casually. He gives a friendly wave as you drive off.

KEEPER:  Then he walks to the sidewalk and is out of sight in the darkness.

ROGERS:  Rogers waits as patiently as he can.

KEEPER:  Time ticks by... Knight, you make good time out of Manhattan and onto the Brooklyn-Queens Expressway. Traffic is heavy even at 11:00 PM on the BQE, but it's normal.

KEEPER:  You take the exit and drive into suburbs, past big apartment blocks and houses, a lot of tree-lined streets and grassy yards.

Knight listens to the radio and smokes a cigarette

KEEPER:  Rogers, time ticks by... you get no report from Danforth.

ROGERS:  good good

KEEPER:  It's very quiet outside, nothing above a light drone of a cicada somewhere in the trees.

KEEPER:  Knight, you reach the address Rogers gave you. It's an ordinary house in a neighborhood of them.

Knight pulls up down the road and checks if there is anyone one the street

KEEPER:  Blinds are drawn in each window, but you can tell lights are on inside. There's a long yard and a driveway that leads around behind the house.

KEEPER:  You don't see anyone.

KEEPER:  Rogers, your clock hits the twenty minute mark.

KEEPER:  Finally.

Knight gets out of the car and heads for the backdoor of the house

ROGERS:  Rogers pulls off ready as instructed

KEEPER:  Knight, are you parking on the street and walking down the driveway?

KNIGHT:  Yep down the street a little way so that I have to walk back to the house

KEEPER:  Got it. As you walk onto the driveway, you see a car pull around the corner, a block ahead of you, and drive slowly along the road toward you. It looks like an ordinary range rover, off-white.

Knight keeps walking

KEEPER:  Rogers, you drive along... you reach the yard where they said the man was hiding.

KEEPER:  And you see Knight walking along the driveway to the back of the house.

ROGERS:  "Danforth that guy still in the same position?"

KEEPER:  "Yeah."

ROGERS:  "Good ring Knight and get him into the loop now."

KEEPER:  "You're almost on him. He's behind a tree a few yards from the street."

ROGERS:  any sign of Kelly?

KEEPER:  "Knight? Yeah, one sec. let me find his number."

KEEPER:  Not yet.

ROGERS:  OK Rogers stops the cr honks the horn and waves to Knight

KEEPER:  Knight, you hear a horn sound, and you see the Range Rover stopped down the street. Someone is waving from the open passenger window. You can't make out any details.

ROGERS:  Rogers puts on the hazard warning flashers as Knight comes over.

KEEPER:  Do you go over, Knight?

Knight looks at the source of the sound and walks over lighting a cigarette

KEEPER:  Rogers, you hear Danforth. "Cabot wants to know what hte hell's going on."

ROGERS:  "What the hell does Cabot want to know for?"

Knight will keep his eyes open as he closes on the range rover

KEEPER:  Cabot gets the phone. "The target's still just standing there. Kelley's a few yards away, looks like he's sighting him with a pistol. What's the plan, man?"

ROGERS:  "Kelly's going to grab him and were going to bundle him into the Rover. Now get off the line and give me Danforth"

KEEPER:  "Do it fast, then," says Cabot. "This is looking too loose." He hands the phone to Danforth.

KEEPER:  Knight, you walk up to the car and see Rogers inside, talking on a phone, looking irritated.

Knight walks over to the car window

ROGERS:  "Hey, Barry, (rogers whispers) listen carefully..."

ROGERS:  "Kelly's about to grab someone in the yard behind you and get him into the Rover be ready to help him ok?"

Knight looks at his watch "Sure its just gone 11"

ROGERS:  Rogers loudly asks "How do I get to Madison Square Garden?"

Knight gives the directions and jestures around so that he can keep his eyes open

ROGERS:  "Knight get in"

ROGERS:  "and buckle up."

ROGERS:  "Danforth where is my target?"

KEEPER:  "You're almost on him... he's in the next yard down, behind a tree, near the bushes, four meters from the street. He's holding real still."

KNIGHT:  "Well actualy if your going that way you can give me a lift if you don't mind bud"

ROGERS:  "No Problem, (whispered we're going to grab the guy now."

ROGERS:  Rogers drives into position quickly

Knight nods and moves around the car

KEEPER:  The range rover lurches ahead and then heavily to a stop in front of the yard.

ROGERS:  "GO!"

ROGERS:  Rogers has his .45 ready but stays in the drivers seat.

Knight gets ready to assist

KEEPER:  You see a man in black move from the shadows behind a tree, swearing, suddenly afraid. Kelley darts out of the bushes, appearing out of nowhere, and charges as the man runs for the bushes and reaches into his coat.

ROGERS:  Rogers aims at the guy very carefully, just in case

KNIGHT:  Am I close enough to jump him?

KEEPER:  You're a few yards back--it would take you the first round to get out and move over there.

KEEPER:  Kelley and the man slam into each other hard and both go down to the grass.

Knight will close

KEEPER:  The man struggles to rise and run, sending a hand to shove Kelley off, but he only unbalances himself. Kelley moves fast, very fast, and has the man's arm twisted around and the man face-first in the yard in a heartbeat.

Knight waits for an opening

KEEPER:  Knight, as you run up Kelley hauls the man's arm back and down painfully, immobilizing him. "Search him," Kelley growls roughly.

KEEPER:  The man gasps. "Federal agent! I'm a federal agent!"

Knight looks for a gun first and then some ID

KEEPER:  You find a 9mm pistol in a hip holster, and an FBI badge in his coat pocket.

Knight shows Kelly the badge and pockets the 9mm

ROGERS:  Rogers stashes is .45

KEEPER:  Kelley looks at the badge, then at Knight. "Check his other ID."

Knight checks through the rest of the ID after checking for weapons

KEEPER:  The man gasps, "I'm--agh--Special Agent Don Hervet with the FBI--"

KEEPER:  You find a wallet with a driver's license and credit cards. They match the name on the badge.

KNIGHT:  "Good evening S A Hervet, nice nite for a stroll"

KEEPER:  Kelley stands and releases the man's arm. "What the fuck exactly is this, Agent Hervet?"

KNIGHT:  Anything else on this bloke unusual, Vest, Camera etc

KEEPER:  Hervet winces and rises slowly to his feet, holding his arm.

KEEPER:  Vest under his shirt, yeah. His camera dropped in the scuffle.

Knight will pick up the camera and pocket that as well

KEEPER:  The man scowls. "I'm okay," he says. "it's clear."

ROGERS:  "Who is this asshole?"

Knight looks to Rogers "Fed"

KEEPER:  Rogers, you see a dark-colored car come around the corner, fast, and drive toward you.

ROGERS:  I'm backing the car up ready for anything.

KEEPER:  The sedan pulls to a stop on the sidewalk in front of Knight, Kelley, and Hervet. The driver steps out. It's a man, about forty years old, in a plain grey suit. He flashes a badge. "Sandler, FBI," he says.

KEEPER:  Agent Sandler steps away from the car and looks the crowd over. "We're federal agents on official duty. I need to see identification from each of you."

Knight will keep his eyes on the Feds

KEEPER:  Kelley lifts his false DoJ identification. "Agent Carson, Justice Department. You boys are interfering, and I would like to formally request that you explain yourselves and then get the hell out of here."

KEEPER:  Rogers, what are you up to?

ROGERS:  Rogers is Producing his DoJ ID as Agent Jones "That's who I am now what the hell is going on here?"

Knight stands there and looks menacing

KEEPER:  Sandler says, "I'll tell you what. You people have a suspect in custody that you never reported. We want to know why."

ROGERS:  "What suspect is this the guy hiding behind the tree there?"

Lundquist has joined the conversation.

KEEPER:  "That's funny. You can tell me who the suspect is. Looks like a middle-eastern guy, skinny, with a cheap brown shirt and a couple of tough guys hauling him into a car right after your team reported your suspect got away."

ROGERS:  "This is all news to me I've been at the scene all the time."

KEEPER:  Sandler looks from Rogers to Knight to Kelley, waiting. Hervet looks at Knight. "Give me my badge and my piece."

KEEPER:  Sandler looks at Kelley. "How about you? You hauled the man in. Or are you having a memory lapse here, too?"

Knight hands over the gun and badge

KEEPER:  Kelley says, "Do we work for you, Agent Sandler? You need to wake up. Your investigation is fucked. A unit of DoJ is trying to investigate a series of crimes involving the Breckenrdige Corporation. Did ASAC Devereaux send you to spy on us?"

KEEPER:  Lundquist, if your connection is stable, your phone buzzes.

LUNDQUIST:  I answer it. "Hello?"

KEEPER:  Lundquist, it's Danforth. "We got some shit, here," he says. "FBI agents are across the street, hassling our boys."

LUNDQUIST:  "Where are you?"

KEEPER:  "The safe-house. Though it don't feel so safe, right now."

LUNDQUIST:  "Okay, good enough... Don't let them in, they don't have a warrant and they don't have cause to enter... What are they saying?"

KEEPER:  Danforth says, "I have the feed from Kelley's wire. Here..." He patches it through. You hear static, then...

KEEPER:  A man's voice laughs ruefully. "I need to wake up? Our investigation. DoJ and FBI are on the same page, here, in case you didn't hear, and FBI is the primary agency. You don't get to have anything on the side. And you sure as shit don't get to keep suspects to yourselves."

LUNDQUIST:  "Danforth? Danforth, for God's sake don't let them think we have suspects there at the safehouse... Play real dumb, but there's NO SUSPECTS THERE, okay?"

KEEPER:  Danforth gets back on the line. "They aren't here yet, boss, but this guy says he saw Kelley and Cabot take a suspect home, and they had a man watching our house before we jumped him and found out who he was."

LUNDQUIST:  "Did they see us bring anybody inside? What do they know?"

KEEPER:  Danforth says, "I don't know, man. I'm just listening in."

LUNDQUIST:  Keeper, do we have a garage or something, or did we have to bundle our prisoners up the front porch in plain sight?

KEEPER:  Kelley says, "That's all great, Agent Sandler, but it's not going to change anything tonight. Our investigation is ongoing. You're in the way. If you think you got something to say, take it to your superiors and let him go through channels."

KEEPER:  L: The garage is in back of the house. You've brought everyone in from the back, out of sight of the street or neighbors.

ROGERS:  "Are we done here now with this?"

KEEPER:  Sandler says, "Done? Hell no, we're not done. You have a suspect in that house, and we're not done until he's in FBI custody and your whole team is explaining this shit to the Man."

LUNDQUIST:  (Can I still hear this?)

KEEPER:  L: Yes.

ROGERS:  "Well like my colleague said go through channels."

LUNDQUIST:  I'll disconnect and dial Kelley.

ROGERS:  "And we still won't have a suspect cause we didn't catch one."

KEEPER:  Sandler pauses for a minute. "You didn't catch one?"

KEEPER:  Kelley reaches into his coat pocket and lifts his phone. "What?" His voice is a little tense.

ROGERS:  "You may be confused, cause we reported a man fleeing the scene but we were unable to get him he went up over the rooves, don't know anything about someone being grabbed off the streets."

LUNDQUIST:  "Kelley? It's Brian. I've heard what's going on. But why don't you step a few feet away and explain it to me. Tell me what these guys have said, what they think they know."

KEEPER:  Kelley steps away from the discussion. The FBI agents keep their eyes on him very closely.

LUNDQUIST:  "Act like I don't know what's going on and you're explaining it to me."

Knight lights a cigarette, offering one to the Feds

ROGERS:  "That's three mins off your life you know Knight."

KEEPER:  "Yeah," says Kelley. "We got two feebs here, doing surveillance. We took one down, but he's not hurt. They think we have a suspect in custody and they want him."

KEEPER:  The FBI agents look at each other and ignore the cigarette.

Knight shrugs "S'Alright, its just another boiled egg I wont have"

LUNDQUIST:  "What? What makes them think we have a suspect? We DON'T HAVE A SUSPECT. Especially not here, this is just the residence we're staying at during this investigation."

LUNDQUIST:  "If we'd arrested anyone, they'd be in Federal custody downtown."

KEEPER:  Kelley says, "You know that, and I know that, but these guys have a different opinion. They think they saw us bring someone in."

LUNDQUIST:  "Okay, put their head guy on the phone. I'll straighten his punk-ass out."

Knight figets

KEEPER:  "Be my guest." Kelley approaches Sandler. He hands him the phone. "Our supervisor."

KEEPER:  Sandler lifts the phone. "This is Special Agent Sandler, Federal Bureau of Investigation. Who is this?"

LUNDQUIST:  "Hello, this is Brian Lunquist. What seems to be the problem, Agent Sandler?"

KEEPER:  "The problem, Mr. Lundquist, is the suspect that your men took into custody at Tom Volker's apartment building and brought to this house without reporting to ASAC Devereaux."

LUNDQUIST:  "For chrissakes, Sandler, what gives you that idea?"

KEEPER:  "Are you saying you don't have a suspect in custody?"

LUNDQUIST:  "What suspect? We had some Breckenridge guys we arrested after a shootout a few days ago... They're in federal custody."

KEEPER:  Sandler sounds exasperated. "For the record, Mr. Lundquist, are you saying you don't have a suspect now in custody?"

Knight looks uncomfatable "I'll be right back" and walks over to the house

KEEPER:  Knight, the other agent says, "Hey! Where do you think you're going?"

LUNDQUIST:  "What, at the house there? For the record, NO. That's where we're staying, Sandler, where we sleep. Anybody we arrest goes downtown."

Knight turns back "I gotta go to the bathroom, I ate something that didn't agree"

KEEPER:  Sandler says, "That's good to hear. Now, I have another question. Did your team take a man into custody at Tom Volker's apartment building?"

KEEPER:  Knight: Hervet says, "Hold it in, sweetheart. You stick around until we get this sorted out."

LUNDQUIST:  "No, we tangled with a guy and he got away."

KEEPER:  Sandler says, "So your man didn't hustle somebody in handcuffs into a car and drive him across town to this here house in the suburbs, is that right?"

Knight stops and sits on a wall looking uncomfatable, still smokeing

LUNDQUIST:  "What the hell is this, Sandler?"

KEEPER:  "You tell me, Lundquist. I think we're getting fed a line of crap. You want to answer my question?"

LUNDQUIST:  "You think YOU'RE getting fed a line of crap? You listen here, Sandler, you'd better fucking watch yourself. I've been patient with you but I've about had it with this shit. I've answered your question several times over, so for the last time, I don't know what you've been smoking but no, there's no GODDAM SUSPECT IN OUR HOUSE." Fast talk, try to scare him with DOJ clout...

LUNDQUIST:  "What are you doing out there anyway? We're out in the suburbs for a reason. Why are you there?"

KEEPER:  Sandler licks his lips for a second. "We're here because we observed this agent--Carson--taking a man into custody and driving him to this location."

LUNDQUIST:  "And when was this?

KEEPER:  "This was tonight, Lundquist. This was about two and a half, three hours ago."

LUNDQUIST:  "I was at Volker's then. I didn't see anything like that."

Knight squirms on the wall

KEEPER:  "Well, we did. We tailed him here. You want to get me on the stand and call me a liar, Lundquist? Go ahead. Otherwise, I think we better get some kind of understanding here."

LUNDQUIST:  "I'm coming down there, Sandler. And I am NOT happy."

KEEPER:  "That breaks my heart, Lundquist. I look forward to consoling you." He disconnects and hands the phone back to Kelley.

KEEPER:  "All of you, stay here. You," he points at Knight, "hand over that camera. That's Bureau property."

Knight whispers:
Can I frick the case to ruin the film?

Keeper whispers:
Hmm... it would be based on a sneak roll.

Knight whispers:
OK I'll give it a go

Knight whispers:
50% I'll let you roll

Keeper whispers:
Lucky boy...

Knight whispers:
I got the film?

Knight whispers:
Or just busted the camera?

Keeper whispers:
Well, you flipped the case open a crack without being seen--getting the film out all the way and palming it will take another sneak roll.

Knight whispers:
go for it

Keeper whispers:
Lucky again... you palm the film as you "fumble" with the camera before handing it over.

Knight drops off the wall almost droping the camera before handing it back to the fed

KEEPER:  Hervet frowns. "Careful with that!" He takes the camera.

Knight gets back on the wall and lights another cigarette

LUNDQUIST:  I dial up Deveraux.

KEEPER:  His phone rings a couple of times. "Devereaux."

LUNDQUIST:  "This is Brian Lunquist. We have a real problem here."

KEEPER:  "You don't say."

LUNDQUIST:  "Some of your men are hassling my people. I want you to call them off."

KEEPER:  "My men are surveilling your people, Lundquist, because they observed your people committing what was at least a breach of regulations, at worst a federal crime. I'm calling nobody off until the matter is resolved."

LUNDQUIST:  "You're calling them off right now, Deveraux, because I'm telling you to. I don't appreciate you going behind my back like this. Your men are acting on entirely incorrect information, and your actions are jeopardizing a very sensitive operation."

KEEPER:  "Operation? Operation? I thought we were investigating mass murder and terrorist-style attacks. I thought Justice deisgnated the FBI as the lead agency. Now, am I wrong about that, or are you just going to give me some more orders?"

LUNDQUIST:  "Look, Deveraux, I can't talk about it on this phone. It's not secure. But for crying out loud, I don't know what you think you smell here, but you're stepping on something very dangerous."

LUNDQUIST:  "Okay, I might have overreacted. But I'm asking you, repectfully, to call your people off. And in return, I'll meet you, right now, and we'll have a quiet word."

KEEPER:  "I have three dead federal agents and TWENTY dead police officers on my hands. I don't need anybody to tell me how dangerous this is. What I DO need is an explanation for what my men saw, and access to that suspect. You want to give me that explanation in person? Fine. Come on downtown."

LUNDQUIST:  "I'll be there in fifteen minutes." Hang up. I get to my car and drive downtown.

KEEPER:  Lundquist, it's not a long drive. Less than fifteen minutes later you reach the federal crisis center.

LUNDQUIST:  Okay, I drive downtown to corner Deveraux.

KEEPER:  The offices are at the world trade center; everything else is quiet and dark. Your ID gets you inside. An agent escorts you to Devereaux's office.

KEEPER:  Devereaux is inside with another couple of agents. They look up at you, look at each other. Devereaux nods. "Give us a few minutes."

KEEPER:  The agents rise and file out.

LUNDQUIST:  I look at Deveraux and shake my head. "Not here."

KEEPER:  He sighs. "Where?"

LUNDQUIST:  "Let's take a walk."

KEEPER:  He stands and gets his coat. "Where to?"

LUNDQUIST:  "Around the block."

KEEPER:  "Lead the way."

LUNDQUIST:  I head outside. I also check for tails.

KEEPER:  You walk out to the wide courtyard between the Twin Towers. You see bars and shops across the street from one end of the plaza. There's a pleasant fountain nearby.

LUNDQUIST:  I go stand very close to the fountain.

KEEPER:  A walkway leads from the other end of the courtyard down to a bus stop.

KEEPER:  He follows. You see him look around, then he watches you narrowly. "Well?"

LUNDQUIST:  Once I'm next to the fountain, I look around once more... Any obvious surveilance?

KEEPER:  Nothing obvious. ;-)

LUNDQUIST:  I speak in a very low voice, almost a whisper. Hopefully, the noise of the fountain will protect against eavesdroppers.

LUNDQUIST:  "Okay, look. The past few days have been a godawful mess. But what's been happening is all tied back to a long, ongoing DoJ operation against South American narcotics smugglers."

KEEPER:  He listens without comment.

LUNDQUIST:  "For some time now, we've been monitoring the emergence of new drugs and, at the same time, some new players in the marketplace."

LUNDQUIST:  "A number of factors have led us to become particularly alarmed by these new developments. I can't really go into detail as to why."

KEEPER:  Meanwhile, Knight and Rogers, you're still waiting uncomfortably with the two FBI agents on the street. BKnight lights another cigarette and fidgets

LUNDQUIST:  "Now, more recently, we've been running a network of agents and confidential informants, trying to piece together enough information to build a prosecution against these guys."

LUNDQUIST:  "A few weeks ago our agents started disappearing. It's got us badly spooked. We've been very quiet about this, but we've somehow got a leak just the same. Our attempts to isolate it failed."

LUNDQUIST:  "The best we were able to get were some tenuous connections to Breckenridge. That, and some other shit that didn't make any sense."

LUNDQUIST:  "The man your people saw us with at Volker's is a CI we lost about ten days ago. He was very well placed and gave us some very solid information. However, something's happened to him. He's scared as hell. He's convinced we can't protect him."

KEEPER:  "And you found him at Volker's apartment?"

LUNDQUIST:  "Yes, but it's complicated." I pause, then continue. "Look, I can't say much about this. I still have people in harm's way and I can't get to them."

LUNDQUIST:  "Now I know it's been a bad few days, and a lot of our people have been killed. But I have undercover agents out there who are still in danger. And I'll do whatever I have to do to protect them."

LUNDQUIST:  (I fire off a persude attempt about now...)

KEEPER:  He watches you carefully. "Why was this case not mentioned before? Justice turned this case over to the FBI."

LUNDQUIST:  "Not our case. Sorry, but we already knew we had a leak. We couldn't risk our people further by making it worse."

LUNDQUIST:  "And now, I'm going to ask you, very respectfully, not to make this public, not even to your own people. Our phones were tapped and our rooms were bugged. A very professional job. I don't know who's behind this, but they're very good."

LUNDQUIST:  "And for Christ's sake, what about that helicopter at Breckenridge? No drug lord has shit like that. This isn't a normal criminal investigation. This is fucking big, Deveraux, and it scares the crap out of me."

KEEPER:  "Look. I want some verification. Nothing personal, but this is what you might call irregular. Whoever authorized your operation at Justice needs to communicate it to the Bureau, in camera if necessary."

LUNDQUIST:  I shake my head. "I'll see what I can do, but it might be difficult. It might also take a little time. However, if nothing else, I can arrange for another meeting with you and perhaps your superior, if you'd like."

KEEPER:  He shakes his head. "I've heard your story. What I need now is something official. And I need it immediately."

LUNDQUIST:  I sigh. "Okay. I will make some calls. Give me two hours?"

KEEPER:  "All right. Don't move your CI until then."

LUNDQUIST:  "And with all due repsect, can you pull your people back? The spectacle is exactly the sort of thing the bad guys will be looking for..."

KEEPER:  "I can put my people in their car and tell them to sit still as long as nothing happens. Consider them additional security for the next two hours."

LUNDQUIST:  "Okay. But please, please keep their presence there quiet."

KEEPER:  "They will. Is there anything else?"

LUNDQUIST:  "Yeah, there's just one more thing..."

KEEPER:  "Yes?"

LUNDQUIST:  "You might not like me much now, but if any more of my people get killed because of this, you're really going to wish we'd never met."

KEEPER:  His eyes narrow further. "I'll remember that, Lundquist. Every word of it. Thanks for the tip."

LUNDQUIST:  "Remember it. But keep it quiet."
